R 0746 . . ---- t .-" RESOLUTION NO. 746 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE PERTAINING TO PLANTING AND MAIN- TAINING OF STREET TREES WHEREAS, it has been determined by the Parks and Rec- reation Commission of the City of Arroyo Grande that it is des- irable for the City to persue a Street Tree planting and "pocket park" planting program to beautify and enhance the City, and WHEREAS, the Parks and Recreation Commission has recom- mended to the City Council of the City of Arroyo Grande the adopt- ion of said policy to persue said beautification program; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE DOES HEREBY RESOLVE AS FOLLOWS: 1- A street tree program be persued by the Parks and Recreation Commission whereb} the City will, as fiscally able, assume the planting and maintaining of trees on any and all streets set out in the "Circulation (Street and Highway) Element" of the General Plan which are classified as Parkwa~ Freeway, Expressway and Major Streets, and 2. Develop .such remnant portions of right-of-way or medians of said streets as "pocket parks", and 3. Initiate a program, in co-operation with City pro- perty owners in developed sections of the City other than the streets as set out in Section l:ci:Jove, whereby a street tree planting program may be actively persued to the advantage of both property owners and the City in the following manner: A. Presentation Property owners to be contacted by street, block or subdivision, to discuss a planting program of their area. Prior to the meeting a planting plan would be roughed out, including costs, either on a per tree, per property or per front foot figure. It can also be determined if a planting easement would be required. As a result of the meeting, and if the proposal is approved by the property owners, a Committee for the owners would be selected to secure necessary signatures and collect money. B. Implementation When the necessary signatures and monies have been turned over to the City, the trees could be ordered, planted by contract and maintenance assumed by the City. BE IT FURTHER RESOLVED that the following. is hereby adopt- ed for the guidance of the Parks and Recreation Commission. A. It shall be the policy of the City of Arroyo Grande to enter into a street tree planting pro- gram only in those subdivided residential areas which have approved curb sections installed. B. It is in the best interests of the City of Arroyo Grande that a comprehensive plan be developed and established for the planting and maintenance of trees along its streets and within its public areas and provide for such a plan and for the establishment of regulations necessary to carry out its purpose. -1- ,_.~ --.---...--..-....-.- -~._~_.._-- ~ ~- "'""\ , ... C. The Parks and Recreation Commission, is hereby made responsible for determining the types and varieties of trees for planting along streets and in public areas. Such determination shall be made in writing, and shall constitute the "Official Tree and Planting List of the City of Arroyo Grande". Said list shall be adopted by resolution and may be amended from time to time as circumstances warrant. D. The Park Department shall prepare a compre- hensive plan for the planting and maintenance of trees in the streets and public areas of the City of Arroyo Grande. The comprehensive plan shall include, but shall not be limited to, a series of maps of City streets upon which is designed a scheme for the uniform planting of trees and the zoning of streets for certain specimens of trees. Such plans shall show the intervals between trees and the approximate location where each tree is to be planted. The plan shall also include specifica- tions for the size and type of acceptable improve- ments permissible within public planting strips.
