RESOLUTION NO. 728
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO GRANDE REQUEST ING. THE STATE OF CAL I FORN IA
TO ELIMINATE TH~ MATCHING REQUIREMENTS UNDER THE
COLLIER-UNRUH TRANSPORTATIO~ ACT
WHEREAS, California state and local governments have worked together
to develop the finest network of city streets, county roads and state
highways in the country; and
WHEREAS, local government is finding it increasingly difficult to
procure the matching funds necessary for maximum utilization of the
Collier-Unruh Transportation Act of 1963; and
WHEREAS, there is an increasing need to provide additional fi~
nancing for state highways not on the interstate system; and
WHEREAS, the Collier-Unruh Act has resulted in a burdensome paper
workload which annually costs the State Department of Public Works
$1,000,000.00 and considerably more than that figure for local ad-
ministration; and
WHEREAS, Collier-Unruh funds are needed desperately for urban
street coostruction and railroad grade separation projects.
NOW, THEREFORE, BE IT RESOLVED ANO OROERED by the City Council
of the City of Arroyo Grande as follows:
That the City of Arroyo Grande support a 1967highway program
to include:
1. An elimination of the matching requirem~t under Section 186
of the Collier-Unruh Transportation Act.
2. Extend the accumulation period for Collier~Unruh funds f~om
two to five years with the provision the city may petition the State
Departments of Public Works for permission to accumulate funds beyond
the five year limitation to a maximum of ten yea rs.
On motion of Councilman Burt,.and seconded by Councilman Schlegel and
by the following roll call vote, to wit:
AYES: Councilwoman Thompson, Councilmen Levine, Burt,Schlegel,
and Mayor Wood.
NOES: None,.,,;
