R 0650 RESOLUTION NO. 650 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE SUPPORTING THE ENACTMENT OF A.B. 1218, PERTAINING TO THE PURCHASE OF REVENUE PRODUCING FACILITIES BY LOCAL AGENCIES. WHEREAS, there has been introduced in the curreat seSSlon of the State Legislature A.B. 1218, which proposes to add Article 8 to Chapter 5, Part 1, Division 2, Title 5, of the Government Code, and such article would provide a means for any City or County or other public corporation to acquire a revenue producing facility by means of a contract of purchase under which the purchase price, together with inter€st thereon, could be payable over a period of years, solely from the income and revenue of the facilities so acquired, and would further provide that the local agency could pledge as security for the payment of the contract price all or any part, of the income and revenues of the facilities acquired, and WHEREAS, local agencies and particularly cities in this State which own and operate public power utilities, when annexing areas already served by private power companies, under existing law are presented with a financial problem because there is no legal means by which they can provide for the purchase of the existing facil- ities over a period of years and must therefore pay cash for such acqu,isition; the proposed bill, if enact,ed, will provide a solution to this problem, NOW, THEREFORE , BE IT RESOLVED by the City Council of the C J.t:y of Arroyo Grande that the State Legislature be requested to enact A.B. 1218 as a much needed benefit for local agencies. BE IT FURTHER RESOLVED that the City of Arroyo Grande urges the League of California Cities and local agencies throughout the Stat,e of California to do all they can to encourage both Houses of the State Legislature to pass A.B. 1218.
