A RESOLUTION URGING THE GOV'iliNOR AND LEGISLATURl!: TO MAKE CHANGES
IN S:&:TIONS 188.8 AND 188.9 OF THE STREETS AND HIGHWAYS CODE, RE- I
LATING TO STKI'E HIGHWAYS
WHEiEAS, Sections 188.8 and 188.9 were added to the streets and Highways Code I

during the last regular session of the legislature; and
WHEREAS, Section 188.8 changes the method of minilUWTl budget guarantees to each
county to one of minimum guarantees on a district basis; and
WHEREAS, Section 188.8 stipulates that the minilllUlll budget for San Luis Obispo
and Santa Barbara Counties together shall be set at 3.587% of the available budget,
whereas they have previously been receiving a combined total of 8.141% of the
available budget, thus reducing their joint total to 44% of what they previously
received; and
WHEREAS, the last paragraph of Section 188.9 takes away any guaranteed minimum
for a county and leaves expenditures entirely in the hands of the Highway Commission.
NOW, THElI.EFORE, BE IT RESOLVED by the Council of the City of A:rrayo Grande
that the Governor and legislature be urged to institute legislation in the next
session of the legislature to have a minimum set for each county and not for each
district. This Council is particularly interested in adjusting the minimwns of
San Luis Obispo and Santa Barbara Counties to a more realistic figure to cover their
highway needs.
BE IT FURTHER RESOLV'ED that the Governor and legislature take steps to strike
the last paragraph of Section 188.9 from the Code. It is our considered opinion
that Section 188.8 will force the several counties into direct competition for
the budget monies available within their district, thereby creating ill will and
political strain and that Section 188.9 takes away all guarantees from minimum amounts
available to any individual county. These code sections take away control by the
legislature and, in fact, encourage each county and district in the State to compete
for budget monies on a purely sectional basis. We feel that this legislation is
ill-conceived and will turn our highway program into a purely political operation
in place of the well-ordered program we have enjoyed for the past thirty years.
