RESOLUTION NO. ~ r3 ~- A RESOLUTION DECLARING THE POLICY OF THE COUNCIL OF THE CITY OF ARROYO GRANDE IN REGARD TO THE UNIFORM SALES AND USE TAX ------- WHEREAS, the joint efforts of oivic groups and business associations throughout California, together with the support of Counties and Cities of the State, have brought about the passage of the Bradley-Burns Uniform Looal Sales and Use Tax Law in 1955, which law is intended to remedy the inequalities of the sales and use tax between merchants inside and outside of cities, respective- ly. And said Act is further intended to provide to the Counties of the state, additional funds, where needed, thereby in some cases preventing further increases in real property taxes, and WHEREAS, said "Uniform Local Sales and Use Tax Law" requires the pasaage of ordinances by the Cou~ties and Cities, respectively, in order that said Counties and Cities may co- operatively bring about uniformity in the levy and collection of said sales and use taxes, Which local ordinances require prepar- ation and a certain lapse of time between their pasaage and ef- fective date, and WHEREAS, it is to the advantage of the State, Counties, Cities, business firms, and all persons to be affected by said ordinances. to plan and prepare the necessary steps to carry out the collection and return of said taxes in anticipation of the effective date of said ordinances. and WHEREAS, it is the desire of the Council to publioly state its policy relative to the distribution of the sales and use taxes collected within the City of Arroyo Grande. NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of Arroyo Grande makes the following statement of policy: 1. It Is the conclusion of this Council that the revenue from said sales and use tax is necessary to effeciently -..----- .. ...- - - . -, - , , carry out the functions of our municipal government, thus avoid- ing resort immediately to other sources of taxation. 2. All sales and use taxes collected within the City should be used for the bene fi t 0 fall its ci tizens and of all citizens of other areas who, by reason of business interests or otherwise, may come into the City, either permanently or tempor- arily, thus keeping faith with the people of the City whom we represent. 3. That inasmuch as the citizens of this City already contribute heavily toward the support of our County Government through property taxes oollected by the County, this Council feels that no portion of the sales or use taxes collected within the City should be paid over to the County. 4. The Council of the City of Arroyo Grande respect- fully requests the Board of Supervisors of the County of San Luis Obispo to notify this Council, prior to February 20, 1956, of its intentions of adopting or of not adopting a sales tax ordinance pursuant to the Bradley-Burns Uniform Sales and Use Tax Law, in order that the City of Arroyo Grande may have sur ficient time within which to prepare the necessary conforming ordinances permitting the State to collect said taxes. 5. That a copy of this Resolution be forwarded to the Board of Supervisors of the County of San Luis Obispo.
