RESOLUTION NO..3:< r;,

WHEREAS, the City Council of the City of Arroyo Grande, County of San Luis
Obispo, State of California, is advised that there have been presented to the
Legislature of the State of California a bill to establish a Division of Marine
Ai'fairs; and
WHEREAS, Port San Luis Harbor District has present plans for development
and improvement of harbor and harbor facilities within said District;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arroyo
Grande, County of San Luis Obispo, State of California, that said Bouncil favors
the creation and formation of a Division of Marine Alfairs; that it is the further
opinion of said Council that a revolving fund should be created, one source of
which f~ should be revenues received by the State of California from State
:I'idelands, and that from said fund the said Division of Marine Affairs should be
empowered to allocate sums of DIOney to appropriate districts and political sub-
divisions of the State of California as long term loans at low interest rates for
construction, development and inprovement of harbors.
