Minutes 1991-10-19 446 ' - I MINUTES CONTINUED MEETING OF THE CITY COUNCIL SATURDAY, OCTOBER 19, 1991 CITY COUNCIL CHAMBERS, 215 EAST BRANCH STREET ARROYO GRANDE, CALIFORNIA The City Council of the City of Arroyo Grande met at 8:00 a.m., with Mayor Mark M. Millis presiding. L ROLL CALr, Present were Mayor Mark M. Millis and Council Members A. K. "Pete" Dougall, Gene Moots, and B'Ann Smith. Staff members present were City Manager Chris Christiansen, City Attorney Judy Skousen, and Deputy City Clerk Mary Bassett. Mayor Millis.announced that this was a continued City Council meeting dealing with the vacancy created by the death of former Council Member Doris Olsen and the possible appointment of a J Council Member to fill the vacancy. CITY. .CDIINCIL VACANCY City Attorney Skousen informed the Council that one of the candidates, Vic Beeler, had withdrawn his name and that they can use any method of selection they so choose; but once they have arrived at a nomination, there must be a formal motion with a second and a vote on the nomination. i Council Member Dougall made a brief statement that this was a very important appointment with the appointee serving almost a full term. He also stated that there will be some very serious issues before the Council in the future, and the public deserves the wisest choice possible. He felt that we needed someone with experience who was knowledgeable about matters dealing with the City. City Attorney Skousen gave the Council various suggestions, I including nominating someone or continuing with the polls by the City Attorney and 'City Manager. The Council proceeded with the i polls. I Millis 8:20 The Mayor called a one-hour recess at a.m. Council reconvened at 9:20 a.m. The Mayor then called upon the City Attorney to guide them through the voting process. She suggested starting with the ten (lO) names again; or, it was suggested by the City Manager, if the Council knew of other names to add to the list', and they were willing to serve, the Council could come up with some new names. The Council chose to continue the polling with the ten (lO) names on the list. Counc 11 Member Smith stated that basically the Council had taken the names down to three (3) , and was it now appropriate to put the three (3) names in a hat and draw a name. , City Attorney Skousen advised that could not be done as it was , I I illegal. Palling continued. ! '-" Mayor Millis called a ten-minute recess at 9: 50 a.m. The Council reconvened at lO:OO a.m. and continued voting. Council Member Dougall suggested verbally nominating someone and continue voting until reaching a majority vote. The City Attorney stated that was acceptable. Council Member Smith asked what the point was, when actually that was exactly what they had been doing and still ending with a tie. The City Attorney suggested trying the verbal motion, but some of the Council felt that was counter-productive and not acceptable. The Council continued with paper polls. , , ~ .- ._-~ --_._~- _.~_.._-----~-_._--- -----......- 447 CI~Y.COUNCIL.M1RUTES OCTOBER. ~9. 1991 Mayor Millis called a recess at 10:20 a.m., with reconvenement at l:OO p.m. The Council began the paper polls from the list of ten (10) candidates. After a considerable amount of paper polls, the Council reached no consensus. Mayor Millis suggested starting with the list of ten (10) names again and marking one (l) candidate. This process continued for a period of time. Mayor Millis again suggested another process of polling by marking one (1) of the top three (3) candidates. This ended with no consensus. Mayor Millis called a ten-minute recess at 1:25 p.m. The Council reconvened at 1:35 p.m. and continued the polls. \... After a considerable number of polls, it was moved by Smith/Millis (4-0, Smith, Millis, Moots, and Dougall voting aye) that Matthew P. "Pete" Gallagher be appointed to the City Council. The Mayor and Council congratulated Matthew "Pete" Gallagher upon his appointment. The Mayor also thanked the other nominees for their time in participating in this process and congratulated them for being 'candidates I and for those not chosen, he hoped they would remain interested in participating in City government. , I 4. AIhJQURNMENT . I It was moved by Moots/Dougall, and the motion passed, to adjourn the meeting at l:45 p.m. to a special meeting on Monday, October 21, 1991, at 7:30 p.m., for the Oath of Office Ceremony for newly appointed Council Member Matthew P.
