R 0316 ,'-, . . . , . . - - RESOLUTION NO. SIb fA. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE AUTHORIZING THE IMMEDIATE EXPENDITURE OF PUBLIC KONEY ARISING OUT OF THE OCCURRENCE OF A GREAT PUBLIC CALAMITY OR DISASTER AS PROVIDED FOR IN SECTION 37906 OF THE GOVERNMENT CODE. WHEREAS, the City of Arroyo Grande 'secures its water supplies from three (3) wells; and WHEREAS, it is necessary that all three (3) wells be available so as to insure sufficient supply of water for all municipal needs; and WHEREAS, one of said wells on the 29th day of July, 1954, sanded in and, as a consequence, was put out of action; and WHEREAS, in the ensuing days thereafter the remaining two (2) wells have found it difficult to keep up with the needs of the Arroyo Grande water system and as a consequence the water level has dropped as much as eight (8) feet in one day; and WHEREAS, one of the remaining wells is in the same area as the collapsed well; and WHEREAS, there appears considerable possibility that one of the two remaining wells may likewise be incapacitated; and WHEREAS, if said situation occurred, the City of Arroyo Grande would be without sufficient and adequate water supplies for the needs of its inhabitamts, its municipal needs and for fire protection; and WHEREAS, it is necessary to immediately procure the drilling ,!i).f an additional well so as to insure sufficient water supplies; and WHEREAS, there is not sufficient time within which to adver- tise for bids thereon; and WHEREAS, the cost of such drilling will likely exceed the sum of Two Thousand ($2,000.00) Dollars; and WHEREAS, the circumstances above related appear to fall within the provisions of Section 37906 of the Government Code. ~~- . " . .. .? - NOW, THEREFORE, BE IT RESOLVED that a great public calamity or disaster exists in that there are insufficient water wells now available for use by the City of Arroyo Grande to guarantee sufficient water supply for its inhabitants, its municipal needs and for adequate fire protection, considering the need for ade- quate margins of safety and that such condition necessitated the drillIng of an additional well at a cost of $ . That - pUblic interest and necessity demand the immediate expenditure of pUblic money in the amount of $ to safe-guard life, health and property in the City of ~royo Grande, and it is resolved that said money shall herewith be expended by it for this reason that a contract for the drilling of the third well be and the same is herewith awarded to Clark F.
