"- RESOLUTION NO. 3249 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE AUTHORIZING THE TEMPORARY CLOSURE OF THE RESIDENTIAL PORTION OF LINDA DRIVE EAST OF BRISCO ROAD, ON AUGUST 31, 1997 FOR A BLOCK PARTY WHEREAS, California Vehicle Code Section 21101 (e) authorizes municipalities the ability to require designation of any street temporarily closed for celebrations or other local special events or other purposes when in the opinion of the loeal authorities having jurisdiction such closing is necessary for the safety and protection of persons who are to use that portion of the street during the temporary closing 8I'1dsuch closing must be adopted and provided fop- by resolution; and WHEREAS, Ms. Carol L. Dee has requested that the residential portion of.Unda Drive east of Brisco Road be temporarily closed between the hours of 2 p.m. and 7 p.m. on August 31, 1997, for the purpose of conducting a block party; and WHEREAS, the Department of Public Works, the Police Department, and the Fire Department have no objections provided the emergency vehicle access will be provided if needed during the temporary closure of the street; and WHEREAS, it is the opinion of the City Council of the City of Arroyo Grande that such block parties provide a form of neighborliness and facilitate understanding of problems within a neighborhood, and that such closure is necessary for the safety and protection of persons who are to use that portion of the street during the temporary closing for the block party. NOW, THEREFORE, THE CITY COUNCil OF THE CITY OF ARROYO GRANDE HEREBY RESOLVES AS FOLLOWS: Section ,. The temporary closing of the residential portion of Unda Drive east of Brisco Road between the hours of 2 p.m. and 7 p.m. on August 31, 1997 is hereby authorized. Section 2. All individuals participating in the block party are required to 1) erect suitable barriers across the entrance to Unda Drive at Bennett Street giving due . consideration to the motoring public and the movement of emergency vehicles in the area, and 2) erect a "Road Closed to Through Traffic" sign on West Bennett Street at North Halcyon Road. Section 3. No loud or elevated music or other noise that would create a disturbance shall be permitted. Section 4. Per Arroyo Grande Municipal Code, no alcoholic beverages shan be consumed on City streets or sidewalks. --- --~ f' .. RESOLUTION NO. 3249 r- Section 5.
