RESOLUTION NO. 3222
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ARROYO GRA1'lDE APPROVING PLANNED SIGN
PROGRAM CASE NO. 97-122 AND MINOR
ARCHITECTURAL REVIEW, APPLIED FOR BY CARL'S
KARCHER ENTERPRISES (CARL'S JR~) AT 1590 WEST
BRANCH STREET
WHEREAS, the City Council of the City of Arroyo Grande has considered an application by
Carl's Karcher Enterprises (Carl's Jr.), for Planned Sign Program Case No. 97-122 with an
Architectural Review in the Planned Development district; and
WHEREAS, the City Council has found that this planned sign program and architectural review
is consistent with the General Plan, Development Code, and Oak Park Acres Planned
Development; and
WHEREAS, the applicant is proposing to change existing signage. awnings, and building
colors, and construct a new parapet wall four (4) feet in height; and
WHEREAS, the City Council and Planning Commission have reviewed this project in
compliance with the California Environmental Quality Act (CEQA) and have determined that
the project is categorically exempt per CEQA Guidelines Section 15311(a); and
WHEREAS, the City Council finds, after due study, deliberation and public hearing, the
following circumstances exist:
1. The proposed signs are consistent with the goals, objectives, policies and programs of
the Arroyo Grande General Plan, Development Code and the Oak Park Acres Planned
Development. The proposed signs balance the need for identification of businesses with
the rural small town character of the community.
2. The proposed signs conform to applicable development standards and provisions of the
Development Code, and will not be detrimental to the public health, safety or welfare.
3. The physical location or placement of the signs are compatible with the existing Oak Park
Shopping Center signage and surrounding neighborhood and do not pose a safety risk.
NOW, mEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo Grande
hereby approvals the Planned Sign Program Case No. 97-122 and Architectural Review to the
City Council, with the above findings and subject to the conditions as set forth in Attachments
" A", attached hereto and incorporated herein by this reference.
On motion of Council Member Rune 1 s , seconded by Council Member Tolley and on
the following roll call vote, to wit:
