City of Arroyo Grande, Ca1ifornia,on the.~1!.8n\k day of Novem- \ ber, 1913, and aubmitting to the qualified voters of said city,the , \ propositions of incurring an indebtedness in the ~llOWing sums for munioipal the following~purposes, to-wit: (a) Four thousan ~iv: hundred ($4500.00) dollars for the oonstruotion of a permanent, steel, wood or ooncrete bridge on Malon street aoross Arroyo Grande Creek ; (b) Three thousand ;iYe hundred ($3500.00) dollars for the construotion of a permanent bridge and water-way aoross Branch Street, at \fuite1ey street; providing for the issue of bonds there- for and for the levy of a tax for the payment of said bonds; desig- . nating the eleotion precinot and polling plaoe and appointing offi- cers for said eleotion. The Board of Trustees of the City of Arroyo Grande does ordain as follows, to-wi t ; - .'i'.i' Seotion 1 \fuereas the Board of Trustees of the City of Arryo Grande at a regular meeting thereof,held on the seventeenth day of Sep~ tember,19l3,by a vote of two-thirds of all its members duly passed and adopted a resolution, said resolution being No. 7,determining and deolaring that the publio interest and neoessity demand the oonstruotion by said city of certain municipal improvements,to-wit;- ?')-.iJ'TL (a) The construction of a permanent,steel,~d or conorete bridge ^ on Mason Street, across Arroyo Grande Creek ; (b) The oonstruotion of a permanent bridge and water-way aoross Branoh street,at Whiteley street ; And \YHEREAS said resolution was approved by the president of b t the ~oard of trustees of said City of Arroyo Grande on the seven- teenth day of September aforesaid ; And . 1/ WHEREAS said board of trustees of said oity in contemplation of said improvements, and eaoh of them,has had estimates of the oost of the said several improvements furnished to it and the said estimates have been adopted and approved and are now on file in - - ----.- !.., & ~ .. ~ . r the office of the City Clerk of said City of Arroyo Grande ; And, WHEREAS the estimated cost of said municipal impro~ements is as follows, to-wit ; (a) For the construction of a wood,steel or con- crete bridge on Mason street across Arroyo Grande Creek the sum of Four thousand five hundred ($4500.00) dollars . , (b) For the construction of a permanent bridge and water-way across Branch Street at Whiteley Street ,the sum of Three thousand five hundred ($3500.00) dollars ; the cost of said improvements, and each of them is, and will be,too great to be paid out the ordi- nary annual income and revenue of the municipality,the City of Arroyo Grande . the total estimated cost of said improvements is , the sum of eight thousand (~8000.00) dollars; and said total sum does not in the aggregate exceed fifteen per cent, (15 %),of the assessed value of all of the taxable real estate and personal property in said City of Arroyo Grande;, Section 2 A Special Election is hereby called,and there is hereby aubmitted to the qualified voters of said City of Arroyo Grande the following propositions, to-wit ;- (a) The proposition of in- curring an indebtodness of Four thousand five hundred ($4500.00 ) dollars for the purpose of constructing a wood, steel or concrete bridge on Mason Street across Arroyo Grande Creek ; (b) The proposition of incurring an indebtedness of Three thou- sand five hundred (~3500.00) dollars for the purpose of construct- ing a permanent bridge and water-way across Branch Street at Whiteley Street ; I Section 3 That if the proposition of incurring an indebtedness of Four thousand five hundred dollars as herein above set forth in (a) be accepted by the qualified voters of the City of Arroyo Grande,as hereinafter provided, by the vote of two-thirds of all of the voters voting at said special election, bonds of the City of Arroyo Grande to the amount of Four thousand five hundred dollars shall issue for the payment of the cost of such improvement ; said bonds shall be twenty in number and shall be issued in the denomination of two hundred and twenty-five dollars each and the prin- \ ----^ -.-'- L.. t " ,~ , - r pal and interest thereon shall be payable in lawful money of the United states. They shall be dated January 1st, 19l4,and bear in~ ~~ terest at the rate of six (6 %) per annum payable semi-annually ^' on the first day of July,and on the first day of January, of every year until all of them shall have been paid off ; and they shall be payable in the manner following: - One (1) of said bonds on the following date to~wit ; The first day of January, 1915,and one of said bonds on the same day and date of each and eTery year there- after at the city treasury of ths City of Arroyo Grande together with the interest on all sums unpaid until all of the said bonds and the interest thereon be paid. section 4 That if the proposition of incurring an indebtedness of Three thousan~five hundred ($3500.00) dollars for the purpose of constructing a permanent bridge and water-way as herein above set forth in (b) be accepted by the qualified voters of the City of Arroyo Grande, as hereinafter proTided, by the vote of two-thirds of all of the Toters voting at said Special Election,bonds of the City of Arroyo Grande to the amount of Three thousan~tive hundred ($3500.00) dollars shall issue for the payment of the cost of such improvement; said bonds shall be twenty (20) in number and shall be issued in the denomination of One hundred and seventy-five dollars each and the-principal and interest thereon shall be paya- ble in lawful money of the United States. They shall be dated January lst.1914,and bear interest at the rate of six per cent (6 %) per annum payable semi-annually on the first day of JUly,and on the first day of January,of every year until all of them shall haTe been paid off ; and they shall be payable in the manner fol- lowing : - One of said bonds on the following date to~wit ; The first day of January, 19l5,and one of said bonds on the same day and date of each and every year thereafter at the city treasury of the City of Arroyo Grande together with the interest on all sums unpaid until all of the said bonds and the interest thereon shall have been paid in full. Section 5 That for the purpose of paying the principal and interest on said bonds, the board of trustees of the City of Arroyo Grande shall at the time of fixing the general tax levy and in the manner -;--. &. \., - u_ .___ :., ~ ., >1.... " 1 I for such general tax levy provided, levy and collect annually each year,until all of said bonds shall have been paid or until there shall have been collected a sum in the treasury of said city, set apart. for thatl purpose sufficient to meet all sums coming due for principal and interest on such bonds, a tax sufficient to pay the annual interest on such bonds, and also such part ~ ~o ~h p~t of the principal thereof as shall become due before the time of fixing the next general tax levy. The tax herein required to be levied shall be in addition to all other taxes levied for municipal purposes, and shall be col- lected at the same time and in the same manner as other municipal 0 taxes are collected, and be used for no ther purpose than the pay- ~ ment of said bonds and accrued interest. ~O Section 6 Now therefore Tuesday, November ~th 1913,is hereby fixed as the day on which said Special Election shall be held. Section 7 Such Special Election shall be held as provided by law for holding such election in said city, and for the purpose of said election the City of Arroyo Grande shall be and is hereby divided into one municipal election precinct, the boundaries of which pre- cinct shall be, and they are hereby, fixed as the exterior bounda- ries of the City of Arroyo Grande; and that the voting place shall be, and is hereby located at the" City Hall"on the west side of Branch Street in the City of Arroyo Grande. f The polls shall be opened at six o'clock a.m.o~ the day of ~d election, the said ~th day of November next, and shall be kept open until seven o'clock p.m. of the same day when the polls shall be closed . No person shall be entitled to vote at such election unless,according to'the constitution and laws of the State of Cal- ifornia,he is'entitled to vote thereat. Section 8 The board of election for such gpecial Election shall be : Inspectors ; Harold V.Ballagh and ~"rs. Flora E. Armstrong; Judges ; F. E. Hopkins and Mrs. Lucy G. Hulett j Clerks ; B. E. Short and Mrs. Bertha C. Clark. And these are hereby appointed to such offi~93,reepectively,and their compensa- tion shall be three (*3.00) dollars per day for all services. , ~ --- -- .)l '. ;.-" ... Instructions to Voters To vote for a candidate of your selection, stamp a cross ~ I (X) in the voting square next to the right of the name of such can- didate. ITI1ere two or more candidates for the same office are to be .;~ " elected, stamp a cro~a (X) after the name of all the candidates for that office for whom you desire to vote, not to exceed,however, the I I number of candidates who are to be elected. If the ballot does not contain the names of candidates for all office,ror which you may de- sire to vote, you may vote for candidates for such offices so omit- ted by writing the name of the candidate for whom you wish to vote e in the blank space left for that purpose. To vote for a pwrson not on the ballot, write the name of such person under the title of the office in the blank space left for that purpose. To vote on any question, proposition or constitutional amendment, stamp a cross (X) in the voting square after the word "Yes" or after the word "No~ All marks,except the cross (X) are forbidden. All distinguishing . marks or erasures are forbidden and make the ballot void. If you wrongly stamp, tear or deface this ballot,return it to the inspec- tor of election and obtain another. That the City Clerk shall certify to the final passage and ad6ption of this ordinance by a vote of two-thirds of all the members of the board of trustees of said city, and its approval by the president of said board, and shall cause said ordinance to be published once a week for two (2) weeks in THE HERALD RECORDER, a weekly newspaper of general circulation , printed and published >------- ~ on_ a week in said city,and said ordinance shall take effect and ! -, \ -- .._-- ,~.
