R 3207 RESOLUTION NO. 3207 A RESOLUTION APPROVING AN APPLICATION AND CONTRACT EXECUTION FOR FUNDING FROM THE GENERAL ALLOCATION OF THE STATE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (CDBG), AUTHORIZING THE EXECUTION OF A GRANT AGREEMENT WITH THE STATE OF CALIFORNIA AND ANY AMENDMENTS THERETO FOR THE PURPOSES OF THIS GRANT, AUTHORIZING THE WAIVER OF PROGRAM RELATED TRAFFIC MITIGATION FEES, AUTHORIZING REGULATORY RELIEF AND APPROVING THE DONATION OF CDBG RELATED STAFF AND AUDIT COSTS WHEREAS, on March 25, 1997, a public hearing was held to discuss the community's needs and the City's proposed 1997 Community Development Block Grant (COBG) program, and WHEREAS, based upon discussions at that meeting, it was recognized that the City's adopted Housing Element identified a serious need for the construction of rental housing affordable to low-income families, which could be significantly and usefully addressed through COSG funds; and WHEREAS, the City, in recognition of the need for long term affordable housing, will contribute to the proposed program by the waiver of usual traffic mitigation fees, authorizing regulatory relief and approving the donation of the cost . of the program related staffing and audit. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Arroyo Grande, California as follows: 1. That the City Council has reviewed and hereby approves an application for: Juniper Family Apartments Improvements - $462,500 General. Administration - $37,500, and 2. The City Council has reviewed the citizen participation plan for compliance with federal. statute and has determined that this plan was followed for the development of this application; and 3. The City authorizes the waiver of 100% of the traffic mitigation fees (approximately $3,350) related to the CDBG program activity to help reduce the cost of providing low cost housing, as required by the City's Housing Element; and 4. The City authorizes the granting of regulatory relief to this activity in the form of expedited processing valued' at a minimum cost savings to the program of $300; and 5. The City authorizes the donation of in-kind audit costs valued at $300.00 and in-kind staff costs valued at $1,000 for required general administration activities related to the grant; and Resolution No. 3207 Page 2 6. The City Manager is hereby authorized and directed to act on the City's behalf in all matters pertaining to this application; and 7. If the application is approved, the City Manager is authorized to enter into and sign the grant agreement and any amendments thereto with the State of California and other program related documents for the purposes of this grant.
