RESOLUTION NO. 3784
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO GRANDE REQUESTING THAT THE ELECTED
REPRESENTATIVES OF THE UNITED STATES AND THE
STATE OF CALIFORNIA ALLOCATE FUNDS TO RESEARCH,
MONITOR AND ELIMINATE WEST NILE VIRUS IN
CALIFORNIA
WHEREAS, West Nile Virus is a mosquito-borne disease that, when transmitted to
humans, can cause severe illness, neurological damage, and death, especially in the
young, the elderly, and the immunocompromised; and
WHEREAS, West Nile Virus has caused the deaths of at least four people within the
State of California, and infected hundreds more; and
WHEREAS, West Nile Virus continues to spread rapidly throughout the State with new
discoveries of infected humans, birds, horses, and mosquito pools everyday; and
WHEREAS, the California State Senate has proposed Senate Joint Resolution (SJR)
33 calling for the Federal government to make funds available for the research,
monitoring and elimination of West Nile Virus; and
WHEREAS, there currently is no program for grant funding for counties without Vector
Control Agencies to help control the spread of West Nile Virus; and
WHEREAS, the United States Health and Human Services Agency has primary
jurisdiction for protecting the health of all Americans and providing essential human
health services for national health emergencies and has made emergency funds and
grants available since 1999 specifically for the purpose of aiding states in the fight
against West Nile Virus.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo
Grande requests the President of the United States, the Director of the Federal
Emergency Management Agency, the Secretary of the United States Department of
Agriculture, and the Secretary of the United States Health and Human Services Agency
to make available Federal funds for the purposes of surveillance, prevention,
abatement, and control of mosquitoes in California; and
BE IT FURTHER RESOLVED that these funds be made available immediately to aid in
the fight against West Nile Virus in the State of California for the protection of the public
health and welfare; and

BE IT FURTHER RESOLVED that the Director of Administrative Services transmit
copies of this resolution to the local elected representatives of the United States
Government and the State of California.
On motion of Council Member Lubin, seconded by Council Member Runels, and on the
following roll call vote, to wit:
AYES: Council Members Lubin, Runels, Dickens, Costello and Mayor Ferrara
NOES: None
ABSENT: None
the foregoing resolution was passed and adopted this 28th day of September, 2004.
