R 3782 RESOLUTION NO. 3782 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE ESTABLISHING A JOB DESCRIPTION FOR THE WATER SERVICES WORKER WHEREAS, the Water Services Worker position was previously eliminated in 1997 and reclassified as a Public Works Lead Person performing both duties; and WHEREAS, since that time the duties of the ,Lead Person position have increased and it is necessary to reinstate the Water Services Worker position; and WHEREAS, the City Council of the City of Arroyo Grande ("City") deems it in the best interest of the City to establish a job description for the Water Services Worker, a copy of which is attached hereto as Exhibit "A" and incorporated herein by this reference. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Arroyo Grande that the position of Water Services Worker is hereby established to perform the duties and responsibilities set forth in the job description so attached as Exhibit "A". This Resolution shall become effective as of September 29, 2004. Specifications are not intended to reflect all duties performed within the job. DEFINITION Under general supervision, operates meter maintenance program; investigates customer water complaints; collects water quality monitoring samples; and performs a variety of tasks relative to assigned area of responsibility. SUPERVISION RECEIVED AND EXCERCISED Receives general supervision from the Public Works Supervisor and Public Works Lead Person. ESSENTIAL AND MARGINAL FUNCTION STATEMENTS The following tasks are typical for positions in this classification. Any single position may not perform all of these tasks and/or may perform similar related tasks not listed here: Essential Functions: 1. Install, replace, repair, and read water meters; test meters upon customer request and on routine maintenance basis for accuracy. 2. Repair and maintain chemical injection pumps at wells. 3. Investigate complaints regarding water quality and billing; check water pressure for customer when appropriate; responds to customer requests for service to be connected or disconnected. 4. Collect weekly bacteriological and general physical water samples from distribution and production systems; collect other periodic samples including inorganic, organics, radiological, and trihalomethanes; record appropriate data regarding tests; determine and record depth level of wells; operate well water treatment systems. 5. Maintain a variety of records including meter installation and replacement, water consumption, well levels, number of meter rereads, and requests for service connections/disconnections. 6. Assist water and sewer crews as needed in a variety of maintenance and repair activities; mark the location of underground utilities at the request of Underground Service Alert. 7. Operate a variety of maintenance vehicles, equipment, hand and power tools including but not limited to trucks, rollers, loaders. back hoes, jackhammers. and graders. 8. Clean and perform minor maintenance work on equipment, vehicles, and tools. Maralnal Functions: 1. Perform related duties and responsibilities as required. 2. Train assigned work crews in their areas of work in maintenance methods, techniques, and in the set up and use of equipment. ""'iii """""".," . ........... WATER SERVICES WORKER JOB DESCRIPTION PAGE 2 QUALIFICATIONS Knowledae of: Water treatment, water sampling techniques and procedures. Water distribution methods, practices and procedures. Meter repair and installation methods. Basic methods and techniques of water and sewer system maintenance and repair. Use of basic hand and power tools. Abllltv to: Establish and maintain effective working relationships with employees, public, and customers. Maintain records and prepare reports. Interpret water tests results. Learn water meter maintenance and water quality sampling. Participate in maintenance work for assigned area. Maintain physical condition appropriate to the performance of assigned duties and responsibilities. Understand and follow oral and written instructions. Communicate clearly and concisely. Operate a variety of maintenance vehicles, equipment, and tools in a safe and effective manner. Participate in maintenance work for an assigned area of the City. Learn occupational hazards and standard safety practices. Perform heavy manual labor . Learn pertinent Federal, State, and local codes, laws, and regulations Exoerlence and Tralnlna Guidelines: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Exoerlence: Experience performing maintenance and construction work in a water distribution system. Tralnlna: Possession of or ability to possess in one year, a California Grade II Water Treatment Operator CertifICate, and Grade 3 Water Distribution Operator Certificate issued by the Department of Health Services. Possession of, or ability to obtain, an appropriate valid driver's license to operate required vehicles. PHYSICAL DEMAND' AND WORKING CONDITIONS Active physical work without prolonged heavy exertion, but with intermittent to frequent exposure each day to unpleasant elements such as dust, fumes and odors, dampness, raw sewage, and noise levels or outside weather conditions.
