SPECIAL AND REGULAR MEETINGS OF THE CITY COUNCIL

SPECIAL CITY COUNCIL MEETING
Mayor A. K. "Pete" Dougall; Mayor Pro Tern James Souza; Council Members Michael
Lady and Michael Fuller; City Manager Robert L. Hunt, and City Attorney Roger Lyon
met at 6:30 p.m. to discuss the following:
1. CLOSED SESSION
(a) PUBLIC EMPLOYMENT pursuant to Government Code Section 54957:

Initiation of litigation pursuant to subdivision (c) of Section

The Closed Session was adjourned at 7:20 p.m. to the Regular Council
Meeting, October 22, 1997, 7:30 p.m., City Council Chambers.
REGULAR CITY COUNCIL MEETING
1. CALL TO ORDER
The City Council of the City of Arroyo Grande met in regular session at 7:30 p.m., with
Mayor Dougall presiding. He said no reportable action was taken on Items 1.(a) or
2.(b) in the Closed Session.
2. AND 3. FLAG SALUTE AND INVOCATION
The Pledge of Allegiance was led by Clay Barks and Leslie Wickstrom of Arroyo
Grande Explorer Post 542. The Rev. James Wickstrom of Berean Bible Church
delivered the invocation.

Present with Mayor Dougall were Mayor Pro T em Souza, and Council Members Lady
and Fuller. Council Member Drew Brandy was absent. Staff members present were

It was moved by Souza/Fuller, and the motion passed unanimously, that all resolutions
and ordinances presented at the meeting be read in title only and all further reading
be waived.
7. PUBLIC HEARINGS
None.
8. PUBLIC COMMENT PERIOD
WiI SChafael, 734 Via Bandolero, expressed concerns about the Grande Plaza
commercial project.
9. CONSENT AGENDA
It was moved by Fuller/Lady (4-0-1, Fuller, Lady, Souza, and Dougall voting aye,
Brandy absent) to approve Consent Agenda Items 9.a. through 9.m., with the
recommended courses of action.
9.a. Register of Checks/Demands. Approved.
9.b. Rejection of Claim Against City by Arlene S. Fuller. Claim rejected.
9.c. Approval of Parcel Map 95-068; 266 Aspen Street; Arloma Corporation.
Approved.
9.d. Approval of Purchase Order with Sensus Technologies for Water Meters.

Quinn Company, for $31,043.51.

11. A. DISPOSITION OF CITY PROPERTY: 126 SOUTH MASON STREET
Parks and Recreation Director .Keisler said it is recommended that the City Council
provide direction to staff as to how to proceed with the disposition of City property at
126 South Mason Street. He said since moving to the E~m Street Center in Elm
Street Park, the former Parks and Recreation Office at 126 South Mason Street has
remained vacant. He said an initial issue was whether the building should be retained
or removed from the site. He said the City Council received a written request, dated
August 4, 1996, by the South County Historical Society to lease the vacated City-
owned property and use it for the Society office, information center, and displays. He
said two separate individuals expressed an interest in salvaging the building materials
J or moving the entire house to another site.
Speaking in favor of the Historical Society leasing the vacated property from the City
were Douglas LeSage, 224 McKinley, and Rich Neufeld, 932 Charles, Grover Beach.
It was moved by Lady/Souza, and the motion passed unanimously to begin
negoiations and draft a lease document with the Historical Society.

11.8. FAMILY PORTRAIT DAY
Mr. Keisler said it is recommended that the City Council authorize staff to proceed with
plans for a City of Arroyo Grande "Family Portrait Day." He said cost of the event [
would be approximately $500. He said the proposal is to invite the entire community
to a specified locale dn a Saturday or Sunday to photograph a "family portrait" of the
community. He said the intent is to use the "family portrait" in the City's Economic
Development efforts and the underlying purpose behind the "family portrait- is to
enhance the existing spirit of community.
Colleen Martin, 855 Olive Street, said the Five Cities Camp Fire organization probably
would help with the event.
It was moved by Souza/Lady, and the motion passed unanimously to authorize staff to
proceed with the "Family Portrait Day" concept and arrangements.
12. CITY COUNCIL REPORTS
(a) Mayor Dougall reported on (1) South San Luis Obispo County Sanitation District
and (2) the Local Agency Formation Commission meetings.
(b) Mayor Pro T em Souza reported on the Mobile Home Rent Review Board meeting.
(d) Council Member Lady reported on (1) South County Area Transit and (2) San Luis
Obispo Council of Governments meetings.
(e) Council Member Fuller reported on the (2) Air Pollution Control Board meeting.
13. COUNCIL COMMUNICATIONS
Council Member Lady said his reason for taking the hard stance at the last Council
meeting on the Highway 227 Bypass was to keep the issue alive.
Mayor Dougall said Joel Mann recently came into the Community Development
Department and stated he was the principal in charge of the GenCom project on the
44 acres. The Mayor said Mr. Mann stated there may be a change in the major
tenant, negotiations were in progress with both Target and Wal-Mart, and a final
closure for the specific tenant was still too close to call.
