Minutes 1996-12-03 241 MINUTES CITY COUNCIL REORGANIZATION MEETING TUESDA Y, DECEMBER 3, 1996 COUNCIL CHAMBERS, 215 EAST BRANCH STREET -- 1 ARROYO GRANDE, CALIFORNIA 1. CALL TO ORDER The City Council of the City of Arroyo Grande held a Reorganization Meeting at 6:30 p.m., with Mayor A. K. "Pete" Dougall presiding. 2. AND 3. FLAG SALUTE AND INVOCATION Loni Kuentzel of the Arroyo Grande Valley Kiwanis Club led the Pledge of Allegiance to our Flag. The Rev. Jan Armstrong, First Presbyterian Church of Arroyo Grande, delivered the invocation. 4. ROLL CALL Present with Mayor Dougall were Mayor Pro Tern James Souza and Council Members Drew Brandy, Michael Lady, and Michael Fuller. Staff members present were City Manager Robert L. Hunt, City Attorney Timothy J. Carmel, and City Clerk Nancy A. Davis. 5. PUBLIC COMMENT PERIOD None. 6. REMARKS BY DEPARTING COUNCIL MEMBER DREW BRANDY Council Member Brandy thanked the Council and staff for their cooperation and assistance during the four years and said Arroyo Grande has a -quality team:" 7. REMARKS BY DEPARTING MAYOR PRO TEM JAMES M. SOUZA Mayor Pro Tern Souza said the spirit of Arroyo Grande is reflected in how the Council Members worked together to find the best solutions to the City's problems and concerns. 8. RESOLUTION STATING RESULTS OF CANVASS OF RETURNS City Clerk Davis said the San Luis Obispo County Clerk had conducted the official canvass of the returns of the votes cast in the election and certified as to the results. J She said on November 26th, the County Board of Supervisors accepted the results of the canvass. She recommended the Council adopt a resolution accepting the County Clerk's Certificate - Results of Canvass of All Votes Cast at the General Municipal Election Appearing on the November 5, 1996, General Election Ballot. . , It was moved by Fuller/Souza (5-0-0, with Fuller, Souza, Brandy, Lady, and Dougall voting aye) to adopt Resolution No. 3189 Accepting the San Luis Obispo County Clerk's Certificate-Results of Canvass of All Votes Cast at the General Election - -'- 242 CITY COUNCIL MINUTES DECEMBER 3. 1996 November 5, 1996 in the City of Arroyo Grande. 9. REMARKS BY COUNCIL MEMBER STEVE TOLLEY Council Member Tolley thanked his committee and family for their assistance in the campaign. He praised his campaign opponents and said Arroyo Grande is moving in the right direction. 11. REMARKS BY COUNCIL MEMBER THOMAS A. RUNELS Council Member Runels thanked the voters and his family. He said the City is on a healthy road ahead and it is the job of the new Council to keep going. 12. REMARKS BY MAYOR A. K. "PETE" DOUGALL Mayor Dougall echoed the others in thanking his family and the voters. He said the philosophy of the City had been turned around by the City Council. 13. SELECTION OF MAYOR PRO TEM It was moved by Fuller/Runels and the motion passed unanimously to nominate Council Member Lady as Mayor Pro Tem. 14. ADJOURNMENT It was moved by Runels/Lady and the motion passed unanimously to adjourn the meeting at 6:50 p.m. A reception was held in the Council Chambers honoring the newly-elected officials. A. K.
