RESOLUTION NO. 3803
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ARROYO GRANDE RECOMMENDING
AMENtMENT OF THE 2000 CONSOUDATED PLAN
FOR ' E URBAN COUNTY OF SAN LUIS OBISPO,
INCLUDING THE 2002 ANNUAL ACTION PLAN
WHEREAS, on April 2,2000, the Board of Supervisors for the County of San Luis Obispo
adopted the 2000 Consolidated Plan for the Urban County of San Luis Obispo; and
WHEREAS, via the C()C)peration Agreement approved by City Council July 15, 2002, the
City agrees to coope"e in the preparation of the Consolidated Plan and the 'annual
allocation of Community Development Block Grants (CDBG), HOME Investment
Partnership Act (HOME) and Emergency Shelter Grants (ESG); and
WHEREAS, Part IV of the 2000 Consolidated Plan for the urban County of San Luis
Obispo contains the Annual Action Plans for expenditure of CDBG, HOME and ESG
funds, and this Part IV is re-adopted annually; and
WHEREAS, the 2002 Annual Action Plan for the City of Arroyo Grande activities,
provides for an award of $40,000 to the City of Arroyo Grande for ADA related upgrades
to restrooms at various parks; and
WHEREAS, The City h4s determined that additional planning is needed before beginning
upgrading of restroom ftcilities and that $13,300 in CDBG funds awarded for that activity
may be re-programmed for other eligible activities; and
WHEREAS, The City h$; detennined that there are other public facilities requiring priority
ADA related upgrades cQnsisting of $13,300 to complete the curb cuts at the Nelson
and Mason Streets and Nelson and Short Streets; and,
WHEREAS, The propofEKI amendment to the Consolidated Plan and the 2002 Action
Plan is not a "project" for purposes of compliance with the provisions of the California
Environmental Quality fiiI;t and the City's Environmental Guidelines.
NOW, THER~FORE Sf: IT RESOLVED by the City Council of the City of Arroyo
Grande, California to relCOmmend that the Board of Supervisors for the County of San
Luis Obispo amend thEiConsolidated Plan to reprogram $13,300 awarded under the
2002 Action Plan to thef City of Arroyo Grande to reprioritized ADA upgrade projects at
Nelson and Mason Stretts and Nelson and Short Streets.
