The City Cauncil met in a' special sessian with Mayar Pap~ presiding. Upan
raIl call, Council Members B'Ann Smith, Karl A. Hagan, Mark M. Millis,
and Lawrence E. Vandeveer reparted present.
Mayar Pape explain~d that the purpase .of the special meeting is regarding
the Special Municipal Electian, Navember 3, 1981. Administratar Sheldan

far the rebuttal pracedure .or adapt the resalutians,which decline ta
adapt the rebuttal pracedure. Mr. Wells stated he wished ta be included
in the writing .of the argument in favar of the .ordinance. It was the
cansensus .of Cauncil ta decline,ta adapt, the rebuttal pracedure.

with the county-wide election. On motion of Council Member Vandeveer,
