CITY COUNCIL
ARROYO GRANDE, CALIFORNIA
JUNE 30, 1982
The City Council met in an adjourned session with Mayor Smith presiding.
Upon roll call, Council Members Lawrence E. Vandeveer, Matt Gallagher,
Mark M. Millis, and Karl A. Hogan reported present.
1982-83 MUNICIPAL BUDGET
Council Member Gallagher asked questions of Staff regarding the
budget. There was discussion as to the possibility of making further cuts
from the budget. Council reviewed the City Council's budget. Council
Member Gallagher moved to remove $800 from the services and supplies
portion of Council's budget and was seconded by Council Member Millis.

ABSENT: None
Ed Allen, Presidentnof the Arroyo Grande Police Officers. Association,
pointed out that extraordinary measures are necessary to balance the budget
to insure community services and to maintain the professional staff which
the City,of,Arroyo Grandeehas at this time. He stated the employees are
only asking to be compensated for their services and the way of lifecthey
have made possible for the citizens of Arroyo Grande. He urged Council to
raise the water and sewer rates. Kathy ,Rookus , 220 Bell, stated that the
city employees feel Council has not made the responsible decision that is
required to insure a stable city organization. She.,statedc;thatCouncil
has shown no faith in its staff and this loss of morale will push good
city employees into other jobs and the community will suffer. She urged
Council to raise the water and sewer rates so that they will pay their
own way. There.was discussion regarding an across the board cut for eac~
department. Council Member Vandeveer moved to cut,5% from the operating
expenses of. each departmenta~ budget with the exception of Insuran~ef
Retirement/Fringe Benefits, Animal Control, Off-Street Parking, and
Senior Transit. Council Member Millis seconded the motion. A roll call
vote was taken:

NOES: Council Member Hogan, Mayo~ Smith
ABSENT: None
Council Member Millis moved to return the line item budget format with
next year's budget and was seconded by Council Member Gallagher. A roll
call vote,was taken:
AYES: Council Members Gallagher and Millis
NOES: Council Members Vandeveer and Hogan, Mayor Smith
ABSENT: None
Council Member Vandeveer moved to reopen the discussion of , the rate increases. J::' "
The motion was seconded by Council Member Hogan. Under discussion, Council
Member Vandeveer stated that the services should pay for themselves. Council
Member Millis stated that the water "payments have always made money for
the City and should not be raised. A roll call vo~e was taken:

ABSENT: None
Administrator Sheldon read in total the resolution adopting the 1982-83
Municipal Budget.
