ADJOURNMENT to Regular City Council Meeting of Tuesday, May 9, 2006 at 7:00 p.m. in the Council Chambers, 215 East Branch Street. .4. flue A LIFO R ~!.!~./,t~..j" '~_~~~~ifi J{onorary'Resofution .7I.ward1:nfJ11ie 'Po{ice 'Department's :M.eiaf OfYaCor 10 Senior 'Po{ice Officer .7I.lEert 'Beattie WHEREAS, on March 17, 2006, CHP attempted to stop a speeding vehicle in the vicinity of Atascadero which, instead of stopping, accelerated to speeds of over 100 miles per hour continuing to Pismo Beach where the criminal 'exited his vehicle and fired his handgun at pursuing CHP and Pismo Beach police officers; and OF WHEREAS, the criminal then brandished his handgun at terrified civilians, car jacked their vehicle and, with two frightened kidnap victims, continued southbound on Highway 101 at high speeds with officers still in pursuit; and WHEREAS, in the Gaviota area of Santa Barbara County the criminal again brandished his handgun at additional citizen victims in order to car jack their delivery truck and continue his attempted escape; and WHEREAS, Senior Officer Albert L. Beattie, assigned to the San Luis Obispo County Narcotics Task Force (NTF), had been serving search warrants in Santa Barbara County with fellow NTF officers and was, coincidental to the pursuit, assisting a stranded motorist on Highway 101 at the northbound exit at EI Capitan Road when the high speed pursuit, with little prior warning for the NTF officers, approached their location; and WHEREAS, the car jacked delivery truck suddenly careened across the highway median, nearly colliding with northbound vehicles (including a school bus) and headed directly for the NTF officers; and WHEREAS, the criminal fired his handgun at the NTF officers as the delivery truck loomed over them; and , WHEREAS, Senior Officer Albert L. Beattie, recognizing the imminent threat to his fellow officers and citizens, immediately returned gunfire fatally wounding the criminal thus ending the 107 mile multi-jurisdictional crime spree and terminating any danger to fellow officers or citizens; and WHEREAS, it is clear and apparent that, upon completion of a thorough multi-agency investigation, that Senior Officer Albert L. Beattie conducted himself in the highest standards of Police Service and undoubtedly saved the lives of his fellow officers, and the lives of citizens, by his immediate and decisive reaction to the felonious and life threatening actions chosen by the criminal; and WHEREAS, it is the desire of the City Council to recognize its employees for herolc conduct. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Arroyo Grande, upon recommendation of the Chief of Police, hereby awards the Medal of Valor to Senior Officer Albert L.
