Minutes 1978-06-29 052 CITY COUNCIL ARROYO GRANDE, CALIFORNIA 'JUNE 29, 1978 PAGE 2 After Council discussion, a motion was made by Councilman Pope, seconded by Councilman Gallagher and on the following roll call vote, to wit: AYES: Council Members Pope, Gallagher, de Leon, Smith and Mayor Millis; NOES: None; ABSENT: None, the IIJarvis" Budget presented to the Council was accepted and adopted as the City's interim budget through September 30, 1978. ADOPT RESOLUTION FOR PLANNED USE OF REVENUE SHARING FUNDS Administrator Butch recommended that in regard to the numerous requests for funds from Revenue Sharing 'monies received from various social service organizations, that the Council consider using instead either the possible surplus from the State, or the City's General Fund. Discussion was held regarding priorities of the City in regard to the projects it has going thru use of Revenue Sharing Funds, such as the Fire station, Community Building, etc. Marie Cattoir and Ella Honeycutt, Arroyo Grande residents, were present and commented on various expenditures in the budget. Mayor Millis clarified that public hearings and study sessions on the budget had already been held and that the final use of Revenue_Sharing Funds was now under consideration. After Council discussion, Administrator Butch read the title of a resolution adopting the planned use of the City's Revenue Sharing Fund allocation as follows: Community Building: $42,434; Land Purchase: $45,240; Fire Station Site: $41,000; and Mason Street Property: $14,200. A motion was then made by Councilman Gallagher, seconded by Councilman de Leon and unani- mously carried, to dispense with reading the balance of this resolution. ~ RESOLUTION .NO. 1323 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE ADOPTING PLANNED USE OF REVENUE SHARING FUNDS FOR THE 1978-79 FISCAL YEAR. On motion of Councilman Gallagher, seconded.by Councilman de Leon and on the following roll call vote, to wit: AYES: NOES: ABSENT: Council Members Pope, Gallagherj de Leon, Smith and Mayor Millis None None the foregoing Resolution was passed and adopted this 29th day of June, 1978. Councilman Pope stated, and the Council generally agreed, that the requests received from the various social services be considered and helped along, when the City's financial situation is clearer. Mayor Millis urged Council Members to consider, in the future, some method of putting a ceiling on requests of this nature, as they are growing each year in number of requests and amounts, and stating further his feeling that this type of funding is a function of the County. FURTHER DISCUSSION RE.BONITA HOMES ANNEXATION TO GROVER CITY (GHORMLEY) Mayor Millis again requested Council to take some type of action on the compromise he presented at the Council's June 27th meeting relating to the Bonita Homes Annexation on The Pike to Grover City., After,lengthy'Council discussion, a motion was made by Councilman de Leon, seconded by Mayor Millis ~ and on the following roll call vote, to wit: AYES: Councilman de Leon and Mayor Millis; NOES: Council Members Gallagher, pope and Smith; ABSENT: None, the motion failed to accept the previously outlined 25-acre compromise with Grover City regarding.the aforementioned annexation application.
