Minutes 1980-05-19 ~-, CITY COUNCIL ARROYO GRANDE, CALIFORNIA MAY 19, 1980 REGULAR ADJOURNED MEETING ;! !1343 I " 'I iI , ROLL CALL All Council Members were present. PRESENTATION OF 1980-81 ARROYO';GRANDE CHAMBER OF COMMERCE PROPOSED BUDGET Chamber President Billie Gracia, introduced the Chamber Manager who gave an overview of the 1980-81 Budget. General discussion followed of the services offered by 'the Chamber. Council indicated that no action would be taken until BUdget Study Time. n FURTHER DISCUSSION ON PROPOSED LEASE BETWEEN THE CITY AND THE SCHOOL DISTRICT- LOPEZ CONTINUATION HIGH SCHOOL Council discussed the original terms of the lease and the cost to the City in regard to use of school facilities; After a great deal of discussion 'a motion was made','by Councilwoman Smith, seconded by Councilman Hogan that the School district be notified that until the lease question is resolved the existing lease will extend for only 30 days. SAID MOTION PASSED on the following roll call vote; AYES:' Council Members Smith, Hogan, Vandeveer and Mayor Pope; 'NOES: None; ABSENT: None; ABSTENTION: Council Member Millis. After further discussion a motion was made by Councilman Hogan, seconded by Councilman Vandeveer that: the City's proposal be to offer ~the School District $1,000 per year for the use of school facilities ,and that,the existing lease be made on a year to year basis. SAID MOTIO~,PASSED on the following ,roll call vote: AYES: Council Members Smith, Hogan, Vandeveer and Mayor Pope; NOES: None; ABSENT: None; ABSTENTION: Council Member Millis. DISUCSSION ON ANNEXATION REOUESTS AND PRESENT POLTCY OF CTTY WTTH RRFRRRNCR TO ANNEXATIONS City Administrator Butch reviewed for Council and advised Council of the present sphere of influence and some proposals before the City. '''Planning Director Castro reviewed for Council some 'of the concerns with reference to annexations. A great deal of discussion followed with reference to adequate water and concern with establishment of a sphere of influence. It was suggested by Mayor Pope that possibly a series of study sessions should be established,to permit Council time to further establish a policy. Councilman Millis requested that Staff find out the proper process of LAFCo on annexations. It was suggested that the regional director of LAFCo or a LAFCo attorney be invited to discuss this item with Council.
