Minutes 1994-12-06 SP ~ 38-3 MINUTES CITY COUNCIL REORGANIZATION MEETING TUESDAY, DECEMBER 6, 1994 CITY COUNCIL CHAMBERS, 215 EAST BRANCH STREET ARROYO GRANDE, CALIFORNIA The city Council of the City of Arroyo Grande met at 6:30 P.M. for a reorganization of the Council 1. AND 2. FLAG SALUTE, INVOCATION AND ROLL CALL Mayor Matthew Peter Gallagher, III, led the Pledge of Allegiance to our Flag and the Rev. Jan Armstrong, First Presbyterian Church of Arroyo Grande, delivered the invocation. Present with Mayor Gallagher were Council Members Drew Brandy, Bernard Burke, Michael Lady and James Souza. Staff members present were City Manager Chris Christiansen, City Attorney Roger Lyon, city Clerk Nancy Davis, Planning Director Doreen Liberto-Blanck, Chief of Police Rick TerBorch, Finance Director David Bacon, Fire Department Division Chief Winton Tullis and Director of Parks and Recreation John Keisler. 3 . ORAL COMMUNICATIONS None. 4. REMARKS BY DEPARTING COUNCIL MEMBER BERNARD BURKE Council Member Burke thanked his supporters, campaign workers, other Council Members and city staff. He refuted some of the election campaign charges. He said he enjoyed serving on the Council. 5. REMARKS BY DEPARTING MAYOR MATTHEW PETER GALLAGHER. III Mayor Gallagher thanked the citizens who volunteered for advisory committees. and commissions,' city department heads and City Manager Christiansen. He paid tribute to the late Council Member Gene Moots and said he had contributed greatly to the city. 6. RESOLUTION STATING RESULTS OF CANVASS OF RETURNS It was moved by Souza/Brandy (5-0-0, Souza, Brandy, Burke, Lady and Gallagher voting aye) to approve Resolution No. 3061 Accepting the San Luis Obispo County Clerk's Certificate-Results of Canvass of All Votes Cast at the General Election November 8, 1994, in the City of Arroyo Grande. . 7. OATH OF OFFICE ADMINISTERED BY CITY CLERK NANCY A. DAVIS TO: City Clerk Davis administered the Oath of Office to Mayor A. K. "Pete" Dougall, Council Member Michael Fuller and Council Member Michael Lady. 8. INCOMING CITY COUNCIL MEMBERS ASSUME CHAIRS New Council Members took their seats on the dais. 3.J 4~ CITY COUNCIL MINUTES DECEMBER 6, 1994 9. SELECTION OF MAYOR PRO TEM Council Member Lady nominated Council Member Souza as Mayor Pro Tern for the City. The nomination was seconded by council Member Brandy and all Council Members voted aye. 10. REMARKS BY COUNCIL MEMBER FULLER Council Member FUller thanked his supporters and said he was looking forward to an exciting four years in office. He said he would like to hear citizen ideas. 11. REMARKS BY COUNCIL MEMBER LADY Council Member Lady thanked his supporters and urged citizens to become part of the process and participate in City government. 12. REMARKS BY MAYOR DOUGALL - Mayor Dougall thanked his family, campaign workers and the voters. He said now is the time to get on with the work. 13. ORAL COMMUNICATIONS Council Members Souza and Brandy, who were the Council holdovers, thanked the former Mayor and Council Member for their service, and welcomed the new Mayor and Members. They urged more public participation, and said the new Council should work together as a team to solve the city's problems. 14.
