Minutes 1993-06-03 122 MINUTES BUDGET STUDY SESSION OF THE CITY COUNCIL THURSDAY, JUNE 3, 1993 CITY COUNCIL CIIAMBERS, 215 EAST BRANCII STREET ARROYO GRANDE, CALIFORNIA The City council of the City of Arroyo Grande met for a 1993- 1994 Municipal BUdget Study Session at 5:00 P.M., with Mayor Matthew Peter Gallagher, III, presiding. Present were Mayor Gallagher and council Members Drew Brandy, Bernard Burke, Gene Moots and James Souza. Staff Members present were city Manager Chris Christiansen, city Clerk Nancy Davis, Finance Director David Bacon, Chief of Police Rick TerBorch, Chief of Building and Fire Kurt Latipow, Public Works Director Van Laurn and Parks and Recreation Director John Keisler. -i 1. FI,AG SALUTE : , Mayor Gallagher led the Pledge of Allegiance to our Flag. . 2. INTRODUCTION Mayor Gallagher said the first item to be discussed would be the city's revenues. 3. REVIEW OF REVENUES Mr. Christiansen said he had some good news. lie said there is a good possibility that the state will not be taking the additional $300,000 in property taxes from the city in 1993-94. He said the state would probably continue the one-half cent sales tax and use the monies for the schools. council Members said they should be cautious and count on a $900,000 deficit at this time, and then adjust the revenues if the state does not take the additional property taxes away from the city. Mr. Christiansen began discussion of the proposed budget, covering the Fund Balance Projections, the four year Revenue and Expenditure summaries, Inter-Fund Transfers, and Calculation of Appropriation Limit from Tax Proceeds. lie discussed the Fund summary and Revenue Detail for the General Fund. He said the figures are the best estimates the Staff could make. Mr. Christiansen then proceeded to Expenditure Detail for the city departments. The Department Heads provided information about the various budget items. The following tentative changes were targeted in the proposed budget: CITY COUNCIL - Deletion of $2,500 from Travel and Training CENTRAL SERVICES - Deletion of $6,000 from Travel and Training and $8,000 from contractual Services CITY CLERK/TREASURER - Deletion of $450 from Contractual services PLANNING - Deletion of $1,100 from Travel and Training and $5000 from Contractual services FIRE - Addition of $4,500 to Contractual Services Council Members discussed the possible addition of two Mobile Video Recorders ($11,000) to the budget of the Police Department.
