MINUTES REORGANIZATION MEETING OF THE CITY COUNCIL TUESDAY, DECEMBER 1, 1992 CITY COUNCIL CHAMBERS, 215 EAST BRANCH STREET ARROYO GRANDE, CALIFORNIA Present at the meeting were Mayor Millis and Council Members M. P. "Pete" Gallagher, Gene Moots and B'Ann Smith. Council Member A. K. "Pete" Dougall was absent. Staff Members present were City Manager Chris Christiansen, city Attorney Judy Skousen, City Clerk Nancy Davis, Finance Director David Bacon, Planning Director Doreen Liberto-Blanck, Public Works Director Van Laurn, Parks and Recreation Director John Keisler and Chief of Building and Fire Kurt Latipow. 1. AND 2. FLAG SALUTE AND INVOCATION Mayor Millis led the Pledge of Allegiance to our Flag, and the Rev. Ron shirley of St. Patrick's Catholic Church delivered the invocation. 3. ORAL COMMUNICATIONS ,~ None. 4. REMARKS BY DEPARTING COUNCIL MEMBER A. K. "PETE" DOUGALL Council Member Dougall was absent from the meeting. 5. REMARKS BY DEPARTING COUNCIL MEMBER B'ANN SMITH Council Member Smith thanked the citizens of the City, the City staff, the press and her family for their support. She said she regretted that a new city Hall had not been built. She said she had always tried to consider the wishes of the silent majority as well as the vocal minority. She extended best wishes to the new Mayor and council, and asked for citizen support of them. She challenged every citizen to consider running for elective office. 6. REMARKS BY DEPARTING MAYOR MARK M. MILLIS Mayor Millis said he was happy, thankful and proud to know that the Council had been successful in preserving a unique quality life, and that Arroyo Grande has honest, open and responsive City government. He said the new Mayor and Council represent a new generation of leadership. He said the city is fortunate to have assembled an able and professional Staff. He thanked the voters, Council Members and Commissioners he had worked with. He singled out Eileen Taylor, ROy Ashburn, Tom Butch, Bill and Paulette McCann and his family for special thanks. 7. RESOLUTION STATING RESULTS OF ~ANVASS OF RETURNS Mr. Christiansen referred to the November 24, 1992, Staff Report of the City Clerk, who recommended that the Council approve the ~esolution accepting the County Clerk's Certificate - Results of Canvass at all votes cast at the General Municipal Election on November 3, 1992. It was moved by smith{Moots (4-0-1, Smith, Moots, Gallagher and Millis voting aye, Dougall absent) to approve Resolution No. 2959 Accepting the San Luis Obispo County Clerk's Certificate - Results of Canvass of All Votes Cast at the General Election November 3, 1992, city of Arroyo Grande. 8. SELECTION 9F MAYOR PRO TEM It was moved by Souza/Brandy to name Council Member Moots to the post of Mayor Pro Tem for the City. Council Members Souza and Brandy and Mayor Gallagher voted aye, Council Member Moots abstained. The motion passed. Council Member Moots said he was honored to be named Mayor Pro Tem. 12. ~EMARKS BY COUNCIL MEMBER DREW BRANDY Council Member Brandy thanked the voters, his family and friends for their help in getting him elected to the Council. He looked forward to working with the citizens, staff, commissioners and Council Members to provide during the next four years the best in City services and a better economic outlook. REMARKS BY COUNCIL ME~BER JAMES M~ SOUZ~ Council Member Souza thanked the voters, his family and friends. He said he felt the new Council will be a harmonious one, and praised the City Staff. He said Council Member Moots is the "man of wisdom" on the council and needs to assume that roll. He thanked the citizens for their support in the past and said the Counoil will need it in the future. 14. REMARKS BY MAYOR M. P. "PETE" GALLAGHER. III Mayor Gallagher thanked the citizens for their trust and faith. He thanked the city employees for their commitment to the city. He said he intended to continue the present policies that have served the city so well. He said there would be hard times ahead, but was sure problems could be worked out to the benefit of the ci ti zens of Arroyo Grande. He thanked his family for its support during the election. Mayor Gallagher presented plaques to former Council Member Smith for her service on the Council from 1988 to 1992. He presented a plaque to former Mayor Millis for his service as Mayor from 1988 to 1992, and as Council Member from 1986 to 1988. 15.
