REGULAR MEETING OF THE CITY COUNCIL

The city Council of the City of Arroyo Grande met at 7:30
P.M., with Mayor Mark M. Millis presiding.

Mayor Millis lec:\ the Pledge of Alleqiance to our Flag, and the
Rev. James Wickstrom of Berean Bible Church delivered the
invocation.

Dougall, Matthew P. "Pete" Gallagher, Gene Moots and B'Ann Smith.

Director Van Laurn.

It was moved by Dougall/Gallagher, and the motion passed
unanimously to approve Consent Agenc:\a ItellS 5.A. through 5.C., with
the recomlllended courses ot action.

6. REGISTER OF CHECKg
It was moved by Douqall/Sl1Iith, and the motion passed
unanimously to approve cash disbursements in the amount of
$4l4,888.40, as listed in the September 16, 1992, Staff Report of
Finance Director David 8aoon.

Mr. Christiansen referred to the August 27, 1992, staff Report
of the City Clerk. fte said this ordinance is a continuation of the
updating of the Municipal Code by the City Clerk, who is correcting
duplications, conflicts and ambiguities.
After being assured that the Public Hearing had been duly
noticed and all legal requirements met, Mayor Millis declared the
hearing open and said all persons would be heard regarding the
matter. When no one came forward to speak, the Mayor closed the
'"- hearing to the floor.
Mr. Christiansen read the title of the ordinance Amending
Municipal Code Title 3, Chapter 1 Regarding Business Licensing,
Chapter 2 regarding Funds and Chapter 3 Regarding Taxes; and Title
5, Chapter 10 regarding Taxicab Drivers, Chapter 12 Regarding Bingo
Games, Chapter 13 Regarding Parents' Responsibility for Loiterinq
Minors. It was moved by Smith/Dougall and unanimously approved to
dispense with further reading of the ordinance.
Mayor Millis said that constituted the first reading of the
ordinance.

It was Jloved by smith/Dougall (5-0-0, Smith, Douqall ,
Gallagher, Moots and Millis voting aye) to adopt ordinance No. 451
Amending the Municipal Code related to City Sewer Charges by
AIIendinq Chapter 6 to Title 6, Section 6-6.1001.

Mr. Christianson recommended that the Council have a Closed
Session on this aqenda item. The City Attorney said the .atter is
beinq looked into and the city is working on it. ,'> .,

BOARD: TERM EXPIRES JUNE 30. 1994
Mayor Millis nominated Frank Klavon to the Mobile Home Rent
Review Board, and the council approved.

BOARD: TERM EXPIRES JUNE 30. 1994
Mayor Millis nominated Mel Johnson to the Mobile Home Rent
Review Board, and the Council approved.

Mayor Millis nominated Council Member Gallagher to the Mobile
Home Rent Review Board, and the council approved.
9. E. JtEOUEST OF THE VILLAGE IMPROVl:MENT ASSOCIATION FO~ PERMISSION
TO AT.T.nW SM&T.T. ART DISPLAYS ON THE SIDEWALKS IN THE VIT.T.J.r.E AT
VARIOUS LOCATIONS (SUNDAYS ONLY)
It was JIOved by Gallagher/Smith, and the 1IIOtion passed
unanimously to approve the issuance of a Temporary Use Permit to
the Village IMprovement Assooiation tor permission to allow small
art displays on the sidewalks in the village at various locations
on Sundays only, to waive use permit fees and to review the proqram
January 1, 1993.
9. F. PROPOSED CONFI~TION OF THE CITY' S INTENT TO N~GOTIATE A NEW
AGREEMENT IN THE COUNTY FOR TtJE RF.r.ULATION OF AMBULANCE SERVICES
In answer to Council questions, Hr. Christiansen said since
1989 the city Managers and Fire Chiefs in the County have attempted
to make a new ambulance agreement. with tbe Count.y. He said in the
lIIid-1970s, t.he cities t.urned over the regulation of ambulance
services to the County. He said aft.er an i_ense amount of study, ~
the Managers and Chiefs callie to- the conclusion that the cities I
would be better served if they could have some input into the I
program. He said there is a suspicion that the urban centers are
financially sUbsidizing the rural areas with regard to ambulance
services.
It was moved by DougalljMoots (5-0-0, Dougall, Moots,
Gallagher, Smith and Millis voting aye) to approve Resolution No.
2951 Requesting the County to Negot.iate a New Ambulance Agreement
Between the cities and the County and Designating the city
Managers/Fire Chiefs COdi ttee on Allbulance as the Bargaining Group
for the cities.
