Minutes 1992-05-26 1) r MINUTES REGULAR MEETING OF THE CITY COUNCIL TUESDAY, MAY 26, 1992 CITY COUNCIL CHAMBERS, 215 EAST BRANCH STREET ARROYO GRANDE, CALIFORNIA The City Council of the city of Arroyo Grande met at 7:30 P.M. with Mayor Mark M. Millis presiding. 1. & 2 . FLAG SALUTE AND INVOCATION Mayor Millis led the Pledge of Allegiance to our flag, and Pastor Phil Coleman of Oak Park Foursquare Church delivered the invocation. J..... ROLL CALL Present were Mayor Millis and Council Members A. K. .Pete Dougall, M. P. "Pete" Gallagher, Gene Moots, and B'Ann Smith. Staff Members present were City Manager Chris Christiansen, City Attorney Judy Skousen, and Deputy City Clerk Mona prelesnik. . -' ~ ORAL COMMUNICATIONS None ~ REGISTER OF CHECKS It was moved by Smith/Dougall, and the motion passed unanimously to approve cash disbursements in the amount of $762,289.45, as listed in the May 20, 1992 Staff Report of Finance Director David Bacon. 6.A. SECOND READING OF ORDINANCE AMENDING. REPLACING OR REPEALING CERTAIN SECTIONS OF TITLES 1. 3. 4. 5. 7. 8. 9. AND 10 OF ~HE MUNICIPAL CODE. PERTAINING TO "APPEALS." It was moved by Dougall/Smith (5-0-0, Dougall, Smith, Moots, Gallagher and Millis voting aye) to approve Ordinance No. 446 C.S., Amending, Replacing or Repealing Certain Sections of Titles 1, 3, 4, 5, 6, 7, 8, 9, and 10 pertaining to "Appeals". 7.A. RESOLUTION ADOPTING THE 1992-93 BUDGET. WITH AMENDMENTS Council Member smith spoke of her concerns of the disbursement of the travel and training money. Mayor Millis stated that the City Manager will monitor the travel and training money. It was moved by Smith/Dougall (5-0-0, Smith, Dougall, Moots, Gallagher and Millis voting aye) to approve Resolution No. 2928, adopting the 1992-93 proposed budget, as amended by the City Council. , 7.B. RESOLUTION ADOPTING A TAX PROCEEDS EXPENDITU~ APPROPRIATION LIMIT FOR FISCAL YEAR 1992-93 It was moved by Dougall/Smith (5-0-0, Dougall, Smith, Moots, Gallagher and Millis voting 'aye) to approve Resolution No. 2929, adopting a Tax Proceed Expenditure Appropriation Limit for Fiscal Year 1992-93. 7.C. AMENDMENT TO AGREEMENT FOR COLLECTION OF SPECIAL TAXES AND ASSESSMENTS. AS REQUESTED BY GERE SIBBACH. COUNTY AUDITOR- CONTROLLER It was moved by Moots/Dougall, and the motion passed ~ unanimously to approve Amendment to Agreement for Collection of Special Taxes and Assessments. 7.D. RESOLUTION AMENDING RESOLUTION NO. 2358 PERTAINING TO CALIFORNIA ENVIRONMENTAL OUALITY ACT RULES AND PROCEDURES. AND CHANGING THE NUMBER OF DAYS IN WHICH TO FILE AN APPEAL OF AN ENVIRONMENTAL DETERMINATION It was moved by Smith/Dougall (5-0-0, Smith, Dougall, Hoots, Gallagher and Millis voting aye) to approve Resolution No. 2930, Amending Resolution No. 2358 Pertaining to California Environmental Quality Act Rules and Procedures, and Changing the Number of Days in Which to File an Appeal of an Environmental Determination. AND TERMINATING JUNE 30. 1995 It ~as moved by Smith/Dougall (4-1-0, Smith, Moots, Gallagher and Millis voting aye; Dougall voting no) to approve Agreement With Ralcco to Provide a Citywide curbside Recycling Collection Service. 7.F. TEEN ADVISORY COMMITTEE: EXTENSION OF COMMITTEE FOR TWO YEARS TO MAY. 1994 ' ' Mayor Millis thanked the members who served on the Teen Advisory Committee, and the Recreation Department for making this program successful. It was moved by Dougall/Gallagher, and the motion passed unanimously to Extend the Teen Advisory Committee for two Years to May, 1994. 7 . G. LETTER TO COUNTY BOARD OF SUPERVISORS REGARDING ANI~ CONTROL '- COSTS AND SERVICES The council discussed the rising cost of animal control services. · " It was moved by Dougall/Moots (5-0-0, Dougall, Moots, Gallagher, smith and Millis voting aye) to approve the letter to County Board of Supervisors requesting that it look into the County Sheriff's Department operating Animal Regulation as a more efficient and cost-effective means of handling the animal problems in the County. ~ WRITTEN COMMUNICATIONS NONE ~ ORAL COMMUNICATIONS None 10.
