Minutes 1992-04-28 .. - 499 MINUTES REGULAR MEETING OF THE CITY COUNCIL TUESDAY, APRIL 28, 1992 CITY COUNCIL CHAMBERS, 215 EAST BRANCH STREET ARROYO GRANDE, CALIFORNIA The City CounciJ. of the City of Arroyo Grande met at 7:30 P.M., with Mayor Mark M. Millis presiding. 1. & 2. FLAG ~ALUTE AND INVOCATION Mayor Millis led the Pledge of Allegiance to our Flag, and the Rev. Robert Banker of open Door Church delivered the invocation. 3. ROLL CALL Present were Mayor Millis and Council Members A. K. "Pete" Dougall, M. P. "Pete" Gallagher and Gene Moots. Council Member B'Ann smith was absent. Staff Members present were city Manager ~ Chris Christiansen, City Attorney Judy Skousen, city Clerk Nancy Davis, Planning Director Doreen Liberto-Blanck, Public Works Director Van Laurn and Parks and Recreation Director John Keisler. 4. ORAL COMMUNICATIONS Mayor Millis expressed the sadness of the Council and City Staff at the death of City Printer Leland "Lee" Shankland. Mayor Millis said Mr. Shankland was a dedicated, innovative, creative, loyal and hard working employee, who worked for the City for many years. 5. CONSENT AGENDA It was moved by Dougall/Gallagher, and the motion passed to approve Consent Agenda Items 5.D. through 5.G., with the recommended courses of action. 5.D. April 14, 1992, city Council Minutes. Approved. 5. E. Planning commission Recommended Proposition 116 Project. Authorized. 5.F. Completion of Asphalt Concrete Overlay on Various city Streets; project No. 90-92-01. Accepted and Authorized. 5. G. First Quarter, 1992, Departmental Monthly Reports. Information. 5.A. Proclamation Honoring Anna Munson, Recreation Teen Coordinator. Mayor Millis presented the proclamation to Anna Munson and thanked her for her work with the City. 5.B. Proclamation, "March of Dimes Walk America Day," May 2, 1992. Mayor Millis presented the proclamation to Council Member Dougall, who introduced the March of Dimes "Ambassador child" Brianna Reynolds and her parents, Mr. and Mrs. Scott Reynolds. S.C. Proclamation, "Emergency Medical Services Week," May 10-16, 1992. Mayor Millis presented the proclamation to Laurie Pena, who represented Steve Dargan, Executive Director of Emergency Medical '-- Services. 6. PUBLIC HEARING - AMENDMENT TO ARROYO GRANDE MUNICYPAL CODE RELATING TO THE CITY'S PARKING AND TRAFFIC COMMISSION TO REESTABLISH THE PARKING AND TRAFFIC COMMISSION BY AMENDING AND DELETING VARIOUS SECTIONS OF THE MUNICIPAL CODE WHEREIN THE PROPOSED "TRAFFIC COMMISSION" WOULD SERVE IN AN ADVISORY CAPACITY TO PROVIDE A SENSE OF THE PUBLIC SENTIMENT IN MATTERS PERTAINING TO TRAFFIC, TRANSPORTATION. AND PARKING. BOTH CURRENT AND FUTURE. AND HAVE THE AUTHORITY TO CONDUCT PUBLIC HEARINGS ON SUCH MATTERS: CITYWIDE. Mr. Christiansen referred to the April 22, 1992 Staff Report of the Public Works Director, who recommended that the Council hold 1 the first reading of the proposed Ordinance consolidating the I sections of the Municipal Code relating to the Parking and Traffic Commission and amending the Code to reflect the actual function of the Commission. Council Member Moots asked about the appeal procedure with regard to actions of the Commission, and City Attorney Skousen said appeal procedures throughout the Municipal Code are being consolidated into one consistent procedure. After being assured that the Public Hearing had been duly published and all legal requirements met, Mayor Millis declared the hearing open and said all persons would be heard regarding the matter. When no one came forward to speak, the hearing was closed to the floor. Mr. Christiansen read the title of the proposed Ordinance Reestablishing the Parking and Traffic commission by Amending or Deleting Various sections of the Municipal Code. It was moved by DougalljMoots, and the motion passed to dispense with further reading of the ordinance. Mayor Millis said that constituted the first reading of the Ordinance. 8. REOUEST FOR ADDITIONAL APPROPRIATION OF $2.600 FOR TRAFFIC STUDY REGARDING RANCHO GRANDE PARK Mr. Christiansen said that since the agenda was printed, the city had received additional quotes from firms willing to do the Traffic study for the Rancho Grande Park. He said one firm, Omni- Means, would do the study for under the allocated $5,000. Therefore, he said, the additional appropriation of funds would not be necessary. It was moved by Moots/Dougall to accept the bid of $4,900 by Omni-Means to do the study. The City Attorney said a motion and vote would not be necessary since the money already had been allocated by a vote of the Council. The motion and seconded were rescinded by Council Members Moots and Dougall. 9. SETTING DATES AND TIME FOR 1992-93 BUDGET STUDY SESSIONS '1 Council Members set May 14 and 21, 1992 as dates for 1992-93 Budget study Sessions. The sessions will be at 7:30 P.M. in City Council chambers, 215 East Branch Street, Arroyo Grande. 10. WRITTEN COMMUNICATIONS None. 11. ORAL COMMUNICATIONS None. 12.
