Mayor Tony Ferrara called the special meeting to order at 6:31 p.m. Council Member Joe
Costello, Council Member Jim Guthrie, Council Member Caren Ray, Mayor Pro Tem Tim Brown,
City Manager Steven Adams and City Attomey Timothy Carmel were present.
