SUBJECT: CONSIDERATION TO DECLARE SURPLUS PROPERTY 1 POLICE
VEHICLES
DATE: APRIL10, 2012
RECOMMENDATION:
It is recommended that the City Council adopt a resolution declaring items as
surplus and authorizing their sale.
FINANCIAL IMPACT:
Upon the sale of the surplus vehicles, the City could realize revenue of
approximately $6,900 based on NADA (National Automobile Dealers Association)
trade in values.
BACKGROUND:
The vehicles listed as surplus in Exhibit A have been determined to no longer be
needed in the police fleet and have been stored for an extended period of time.
ANALYSIS OF ISSUES:
The vehicles listed were previously used in a function that no longer exists. The
1969 Ford Mustang was originally used as a DARE exhibit vehicle for events. The
DARE program has been disbanded and the vehicle is no longer needed. The 1998
Kawasaki motorcycle was a former in-service traffic motorcycle that was maintained
as a training motorcycle. Changes in motorcycle design and function no longer
make the Kawasaki a viable training bike. The 2002 Chevrolet Malibu was used as
an extra staff vehicle for investigations. The pooling of investigation vehicles has
reduced the need for this vehicle.
ALTERNATIVES:
The following alternatives are provided for the Council's consideration:
- Recommended Alternative: It is recommended that the City Council adopt a
resolution declaring the used vehicles listed in Exhibit A as surplus and
authorize the sale.
- Do not approve staff's recommendation.

- Modify as appropriate and approve staff's recommendation; or
- Provide direction to staff.
ADVANTAGES:
The advantqge of approving the recommended action is that it will provide for the sale of
surplus property and generate revenue.
DISADVANTAGES:
No disadvantages have been identified.
ENVIRONMENTAL REVIEW:
This project is exempt from CEQA pursuant to CEQA Guidelines Section 15061 (b)(3).
PUBLIC NOTIFICATION AND COMMENTS:
The public impacted by the proposal is the Arroyo Grande Police Department's service
population. The public has been made aware of the proposal before Council by a posting
of the Agenda in the front of City Hall on Thursday, April 5,2012 and on the City's website
on Friday, April 6, 2012. No public input has been received to date.

OF ARROYO GRANDE DECLARING ITEMS AS SURPLUS
AND AU'THORIZING 'THEIR SALE
WHEREAS, the City of Arroyo Grande has certain vehicles which are no longer
used or needed; and
WHEREAS, the vehicles can be classkfied as surplus property and made
available for sale.
NOW THEREFORE IT BE RESOLVED that the City Council of the City of Arroyo
Grande does hereby declare as surplus the vehicles described in Exhibit A
attached hereto and incorporated herein by this reference and authorizes their
sale.
