SPECIFICATIONS AND ESTIMATES (PS&E)

RECOMMENDATION:
It is recommended the City Council approve Amendment No. 7 to the Consultant
Services Agreement with Wood Rodgers, Inc., to complete the Project Approval and
Environmental Determination (PA&ED) and provide Right of Way Support, for the
Brisco Road - Halcyon RoadIHighway 101 Interchange lmprovement Project, for an
additional not-to-exceed amount of $1 03,820.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The City's Capital lmprovement Program budget included a total of $560,925 for Wood
Rodgers to prepare the Brisco Road-Halcyon RoadIRoute 101 PA&ED and $17,000 to
prepare the necessary Design Exception Fact Sheets. On April 12, 201 1, the Council
approved Amendment No. 6 for $487,662 for the PA&ED. The proposed amendment
includes additional not-to-exceed costs for additional studies needed to complete the
PA&ED as required by Caltrans. The total for the project report and the environmental
document to complete the PA&ED phase with this amendment is $591,482. There is
sufficient funding available in the Transportation Facility Fund. Continued dedication of
staff resources will be required. The project is identified as a priority in the Critical Needs
Action Plan.
BACKGROUND:
In 2001, a Project Study Report-Project Development Support (PSR-PDS) was completed
to develop alternatives to improve operation of the Brisco Road-Halcyon Road interchange
on Route 101. 'The PSR-PDS identified five potential alternatives (includirrg a "no-build"
alternative), and recommended four of these, including the "no-build" alternative, for further
evaluation. The four alternatives were brought forward to the current phase of project
development, Project Approval and Environmental Determination (PA&ED). During
PA&ED development, additional alternatives have been identified and analyzed.
Alternatives were presented to the City Council at the August 12, 2008 meeting. The City
Council selected a preferred alternative and directed staff and the City Council
Subcommittee to pursue approval and funding through the San Luis Obispo Council of
Governments (SLOCOG) and Caltrans. 'The 2008 preferred alternative (Alt 3A) included:

1) closure of the northbound on- and off-ramps at Brisco Road; 2) closure of the
northbound on-ramp at East Grand Avenue; 3) realignment of West Branch Street to
intersect East Grand Avenue at the current location of the northbound on-ramp; 4)
construction of a new northbound hook on- and off-ramps at Old Ranch Road; and 5)
construction of "pork chop" islands on East Grand Avenue to prevent wrong way traffic onto
the northbound off-ramp at East Grand Avenue.
In May of 2009, the City Council approved Contract Amendment No. 4 with Wood Rodgers,
Inc. for preparation of the design exception fact sheets for the Brisco Road-Halcyon
RoadIRoute 101 Project Approval and Environmental Determination (PA&ED) in the
amount of $17,500. Additionally, the Council authorized the Mayor to send a letter to
Caltrans regarding opposition to requests for further analysis and urging support for the
City's preferred alternative.
In August 2009, the Planni~g Company was contracted to assist in determining a design
solution to the Brisco impasse and develop strategies to achieve Caltrans approval. On
May 1 1,2010, the Council approved the Contract Amendment No. 5 with Wood Rodgers to
include alternative 3B that placed ramps at Old Ranch Road and continue an update of
environmental studies and the PA&ED project. However, it was subsequently
determined that this alternative had a fatal flaw due to the grade separation between
Freeway 101 and Old Ranch Road.
On October 26, 2010, the Council approved Alternative 4 to be included in the PA&ED.
Alternative 4 involves moving the Brisco northbound on-ramp and off-ramp to Rodeo Drive.
Additionally, the Council approved the preparation of supporting information and design
exception fact sheets and to provide the public an opportunity to comment at the Traffic
Commission and neighborhood meetings. 'The Traffic Commission considered the project
alternative on January 10, 201 1 and a well attended neighborhood meeting was held on
February 24, 201 1. Project accomplishments include completion of the Purpose and Need
document, established performance criieria and the traffic analysis with concurrence from
Caltrans District 5 Traffic Operations.
In April 2011, the Council approved Amendment No. 6 with Wood Rodgers to update
environmental studies and continue preparation of the PA&ED documents. Most of this
work is complete except that Caltrans reviews have required more revisions and effort
than was anticipated for Amendment No. 6.
Draft funding recommendations for the project were approved at the February, 2012
San Luis Obispo Council of Government Board of Directors meeting. In March 2012,
the California Transportation Commission approved the project for funding. Table 1
outlines the project schedule.

ANALYSIS OF ISSUES:
Obtaining Caltrans approval for improvements to the Brisco RoadIHalcyon Road-Highway
101 Interchange has proved to be a difficult task given the inability to address deficiencies
with an older roadlhighway system while meeting Caltrans design standards. Given
concurrence between the Crty and Caltrans on the Alternatives to be studied in the PA&ED
documents, staff and consultants are ready to complete the PA&ED.
Issues identified by the public include potential impacts to the Rodeo Drive neighborhood,
St. Patrick's School and County properties and the cost benefit of Alternative 4 in
comparison to the very long range potential of having to widen the underpass. Alternative
4 requires realignment of Rodeo Drive and would utilize some of the lot originally acquired
for the Police Building Project. It would also impact a small portion of County and St.
Patrick's School properties. Staff and consultants have met with representatives from the
school, the County, and neighborhood groups and have identified mitigation factors to be
included in the PA&ED document, including a bus turnout and pedestrian facilities for the
school, a realignment of Grace Lane at Rodeo Drive to address neighborhood circulation
concerns and revised parking lot design and access for the County property.
It also should be noted that the Alternative 4 does correct operational deficiencies and
provides for long term circulation benefits. It is recognized that additional work, including
widening the underpass may be necessary beyond the 30-50 yr. planning horizon.
However, alternatives that include widening the underpass as a part of this project have
been determined to be infeasible due to both cost and the fact that the benef~ gained from

widening the underpass is realized only if the Brisco ramps are moved.
A copy of the consultant's work plan and proposal for the PA&ED is attached as Exhibit
"A to proposed Consultant Services Agreement Amendment No. 7. The amendment
includes Right of Way Support that is typically part of the design phase (Plans,
Specifications and Estimates.) However, staff recommends the City start the initial
steps in order to shorten the overall anticipated design phase in the event that
construction funds are made available earlier than programmed. The proposal for the
remaining Phase II (PS&E) will be considered after distribution of the draft
environmental document.
Work to date included updating and augmenting previous environmental studies that
were not considered valid and had to be re-analyzed per Caltrans requirements.
Additionally, the major changes are required from Caltrans for conceptual design of both
project alternatives I and 4 since both are required to be studied as part of the PA&ED.
These include geomet~ics and design standard compliance and structure planning and are
outlined as part of Exhibit "A to the proposed contract amendment.
ALTERNATIVES:
The following alternatives are provided for the Council's consideration:
Approve Amendment No. 7 to the Consultant Services Agreement with Wood
Rodgers in the not to exceed amount of $103,820;
Do not approve Amendment No. 7 to the Consultant Services Agreement with
Wood Rodgers;
Provide direction to staff.
ADVANTAGES:
Proceeding with completion of the PA&ED through an amendment will provide the
greatest likelihood of obtaining project approval from Caltrans for a project alternative
that achieves the goals of the City and to complete the process expeditiously.
DISADVANTAGES:
Approval of the recommendation will increase costs to the City for additional studies.
ENVIRONMENTAL REVIEW:
A detailed environmental review is performed during the PA&ED phase of project
development. A draft Project Report (PR), an engineering report that describes the
work and possible project alternatives is prepared in parallel with the environmental
studies. Following circulation of the Draft environmental document (the public review
period), a public hearing is held. After analyzing the public hearing comments, a
preferred alternative is normally selected, which allows the preparation and approval of
the final environmental document which is attached to the PR. It is anticipated that the
draft document will be published in August.

CONSULTANT SERVICES AGREEMENT
AMENDMENT NO. 7
This Seventh Amendment ("Seventh Amendment") to Consultant's Services Agreement
("CSA") by and between the CITY OF ARROYO GRANDE and WOOD RODGERS,
INC. is made and entered into this day of May 2012, based on the
following facts:
WHEREAS, the parties entered into a CSA dated January 11, 2005, to prepare a
Project Approval and Environmental Determination (PA&ED) for the Brisco-Road-
Halcyon RoadIRoute 101 Interchange; and
WHEREAS, the parties entered into a First Amendment to CSA dated November 8,
2005, to include the environmental studies for the Brisco Road-Halcyon Road/Route
101 PA&ED; and
WHEREAS, the parties entered into a Second Amendment to CSA dated November 14,
2006, to include a northbound auxiliary lane in the Brisco Road-Halcyon RoadIRoute
101 PA&ED; and
WHEREAS, the parties entered into a Third Amendment to CSA dated June 24, 2008,
to include additional analysis in the Brisco Road-Halcyon RoadIRoute 101 Project
Approval & Environmental Document (PA&ED); and
WHEREAS, the parties entered into a Fourth Amendment to CSA dated May 26, 2009,
for preparation of the design exception fact sheets for the Brisco Road-Halcyon
Road/Route 101 Project Approval and Environmental Document (PA&ED); and
WHEREAS, the parties entered into a Fifth Amendment to CSA dated June 16, 2010 for
preparation of the Project Approval and Environmental Document (PA&ED) for the
Brisco Road-Halcyon RoadIRoute 101 lnterchange lmprovements Project; and
WHEREAS, the parties entered into a Sixth Amendment to CSA dated April 12, 201 1
for additional preparation required for the Project Approval and Environmental
Document (PA&ED) due to revised alternatives for the Brisco Road-Halcyon
RoadIRoute 101 lnterchange lmprovements Project; and
WHEREAS, the parties desire to further modify the CSA as set forth herein.
NOW THEREFORE, for valuable consideration the receipt and sufficiency of which is
acknowledged, the parties agree as follows:
1. To include the additional services at the increased cost as specified in Exhibit
"A" attached hereto and incorporated herein by this reference.

Dear Ms. McClish:
Wood Rodgers, Inc. has been diligently pursuing preparation of the Project Report (PR) and Environmental
Document (ED) to complete the Project Approval and Environmental Documentation (PA&ED) phase of the
Brisco Road Interchange Improvements project under Amendment No. 6 to our Consultant Services
Agreement, which was entered into in April, 201 1. As you are aware, Caltrans reviews have required more
revisions and effort than anticipated at the time the budget for Amendment No. 6 was developed. It has now
become apparent that additional time, effort, and budget will be required to complete the PAIED for this
project in the following areas:
1. Project Management:
The existing contract scope and budget was based on the assumption that project management would be
needed for a period of approximately 16 months, commencing in April 201 1. Although we have provided
timely, quality submittals and prompt responses to Caltrans reviews, we still have not obtained Caltrans
concurrence with the project features (design exceptions) and geometries. It now appears that an additional
five (5) months beyond the 16 months originally anticipated will be required to complete the PA&ED. In
addition, we anticipate three (3) additional meetings. Thus, we will need additional budget to provide
project management for an additional five (5) months, as follows:

2. Conceptual Geometries & Design Standards Compliance:
At the time the budget for Amendment No. 6 was developed, it appeared that obtaining Caltrans concurrence
with the features of Alternatives 1 and 4 would be relatively straightforward, and would not require
significant changes from the then-existing concept drawings. In actuality Caltrans reviews have required
very significant revisions to the conceptual design of both project alternatives and re-preparation of the
Design Checklists. For Alternative 4 the changes have included major changes to the horizontal and/or
vertical alignments of the proposed ramps and adjacent West Branch Street and Rodeo Drive, and widening
Grand Avenue at the southbound ramp intersection. For Alternative 1 the changes have included adding the
widening of the northbound off-ramp to Grand Avenue, widening of West Branch Street at Ca~nino
Mercado, and widening Grand Avenue at and between the ramp intersections. Also, Design Exception Fact
Sheets (DEFS) are typically prepared only for the selected project alternative, but for this project Caltrans
has required submittal of DEFS for both project alternatives, and more cycles of review than anticipated

3. Structure Planning:
The existing contract scope and budget included the preparation of an Advance Planning Study (APS) for the
structure to cany the planned on-ramp over Brisco Road in Alternative 4. No new structures were
anticipated in Alternative I. However, Caltrans has now requested that Alternative 1 include an APS for the
widening on both sides of the Grand Avenue Overcrossing in Alternative I. Because of existing non-
standard features and constraints, those widenings are anticipated to require special construction techniques.
We anticipate that the design will accommodate construction of a CWPS box girder superstructure on high
falsework, then removal of falsework and lowering on jacks into final position. The columns in the median
of the freeway wou Id be constructed through the superstructure while it is still supported on jacks.
Therefore, we anticipate a more extensive review of the APS for the widenings of the Grand Avenue
Overcrossing than is typical. Thus, we will need additional budget to prepare the additional APS and
respond to Caltrans review comments, as follows:

5. Right of Way Support:
Three parcels adjacent to Rodeo Drive (future Grace Lane) are anticipated to be affected by right of way

County Government Center (APN 007-01 1-050) and the vacant Skyland Partnership parcel north of the
existing Rodeo DrivelGrace Lane intersection (APN 007-01 1-041). The City of Arroyo Grande has
requested that the Wood Rodgers Team provide additional planning and support services with respect to the
potential right of way acquisitions from these three parcels beyond what is included in the existing contract

landscaping and frontage improvements. For the Skyland Partnership parcel, this is anticipated to include
construction of a retaining wall or engineered slope, frontage improvements, and landscaping. In all cases,
the exhibits will be prepared at a planning level of detail, and feedback provided by the landowners or City
staff will be incorporated to revise these exhibits so that decisions regarding the concepts can be made. At
this time the number of rounds of revision required to reach decisions regarding the concepts (to be designed
in a subsequent phase of project development) is uncertain, but the budget amounts listed below assume that
not more than four (4) submittals of the exhibit for each parcel will be required. Wood Rodgers will attend
meetings with City staff andlor landowner representatives in Arroyo Grande on up to 3 days. This work is

right of way areas have been made, Wood Rodgers will prepare an accurate CAD plan of right of way areas
required from the three subject parcels (APN 007-0 1 1-04 I, APN 007-0 1 1-050, and APN 007-787-005) and
transmit it to Wallace Group. Wallace Group's surveyor will prepare a legal description and plat for each
right of way areas to be acquired from these three parcels for the City's use. This work is expected to require
the following additional budget:

Wood Rodgers views the above changes as an increase in its scope of work and requests authorization for
additional budget in the anlount of $103,820, changing the not-to-exceed contract aniount from the
$487,662.50 established by Amendment No. 6 to a new total of $591,482.50. In addition, we recommend
that the end date of the contract be changed to February 28,2013.
We look forward to our continued service to the City, and request approval of the scope and budget so that
we can immediately initiate project activities consistent with the schedule outlined by the City and Caltrans.
