05-08-12 Items Rec'd at Mtg. cep 5, . /2 k..41en °7 P)biic This is a summation of what was learned from the first NEIGHBORHOOD co m WATCH FOR TRINITY AVENILLAGE COURT meeting. I have sent out a phone/contact list for everyone I have info for, as well as a copy of the agreed upon rules. • Chief Annabali gave us an Introduction and explanation of the Neighborhood Watch program. We all decided in favor of Watch sign installation at bottom of hill, corner of Traffic Way Ex/Trinity Ave. • Chief Annabali & Commander Pryor are available at the #'s provided and will be glad to answer any questions or concerns we have. He encouraged us to call him at any time. • Program Participants will be background checked (but will not be drug tested). Vehicles must be licensed and insured to be in the program. (but the cars mechanical condition will not be checked out) They will use a data base that encompasses all of California.(But no national data base will be used) • We can also call the Dispatcher (473 5100) to find out the license plate #'s of the participants vehicles or if we question unfamiliar vehicles in the lotlneighborhood.(but until) there is adequate lighting that is impossible) • Pastor Valle will also, provide myself or Zach Hall with the info on Program Participants cars, and we will pass it on to you each week of the Program.(Pastor has sent 1 email the week after the meeting) • The Program commenced on or about April 1st and will be monitored by Pastor Valle or other parishioners for (approx) 30 days by sleeping on site in Pastors vehicle (maroon Previa 3BHU723) (Pastor has said she will extend this due to the incident) • The church will cont. to monitor the program by checking nightly between 7-9:30 for the remainder of the 6 months period. • AG PD will check at least once each night to insure that ONLY participants are parking in the "designated" parking spots and to check for vehicles parking on the lot/street who are not part of the Program. (This has happened but the Police Dept did not notice that someone was sleeping in the car and did not remove them) • Parking spots will be marked for Program Participants for easier identification by the PD and the neighbors. (This has not yet happened) • Pastor Valle will add additional lighting, within approx 2 weeks, making it possible for the PD & the neighborhood to see clearly the vehicles in the "designated" parking area. A discussion ensued concerning the addition of cameras, (I will update you when I hear more from Pastor and Chief Annabali) The addition of a chain across the entry of the property and a sign that will say no overnight parking without permit was discussed. • Pastor Valle agreed to speak with the Boy Scout Troop who use the facilities asking that they leave by 10 pm and that they not disturb the Participants who are sleeping. (I have not been told that this has happened, but I have been up at the lot 3 x at 10 PM and noticed many people and vehicles in the lot and quite a bit of noise) • Pastor Valle has asked for the neighborhood to give the program a chance to work. • The neighbors voiced their concerns for the safety of the area and the safety of the participants. • All agreed that it will be hard to keep unwelcome transients/visitors from infringing on the program. • It was asked that the criteria for choosing Participants be kept to the originally agreed upon stringent standards and not changed for any reason. (This is because there have been few people who fit the criteria and have no police record) • Neighbors voiced concerns that this privilege be for women and children only.(1 am waiting for Pastor to speak and get a concensus from her parishioners) • Pastor Valle added that this is agreeable unless it is a "family unit including a father". • It was agreed by all that open communication between The Church and the neighborhood is imperative. • It was agreed that the neighborhood would continue to be vigilent and inform both the PD, the Church and neighbors of any and all incidents that may affect the Program and the neighborhood.
