RESOLUTION NO. 3155
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO GRANDE CERTIFYING A FINAL
ENVIRONMENTAL IMPACT REPORT (FEIR) FOR THE
GRANDE PLAZA, AN APPROXIMATELY 45 ACRE
COMMERCIAL CENTER LOCATED AT WEST BRANCH
STREET AND RANCHO P ARKW A Y, AND THAT THE FEIR
HAS BEEN PREPARED IN COMPLIANCE WITH THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA),
AND THAT THE CITY COUNCIL HAS REVIEWED AND
CONSIDERED THE INFORMA nON CONTAINED IN THE
FINAL ENVIRONMENTAL IMP ACT REPORT.
WHEREAS, the Council of the City of Arroyo Grande has prepared an Environmental
Impact Report (EIR) for the Grande Plaza; and
WHEREAS, a Draft Environmental Impact Report (DEIR) has been prepared and
circulated for public review in accordance with CEQA and the State CEQA Guidelines, and the
City's Rules and Procedures for Implementation ofCEQA and the State CEQA Guidelines; and
WHEREAS, the Planning Commission of the City of Arroyo Grande held duly noticed
public hearings on April 16, May 24, June 4, and June 20, 1996, and the City Council held a duly
noticed public hearing on July 9, 1996 to consider the DEIR and FEIR, at which all interested
persons were given the opportunity to be heard; and
WHEREAS, a Final Environmental Impact Report (FEIR) relating to the Grande Plaza
and responding to the concerns raised during the review period and at the public hearings, has
been prepared which incorporates written responses to comments received on the Draft ErR in
accordance with CEQA and the City's CEQA Guidelines; and
WHEREAS, the FEIR (including an errata to the FEIR which was distributed to the City
Council and included as Attachment "A") was reviewed and considered by the City Council at a
duly noticed public hearing on July 9, 1996; and
WHEREAS, adverRe environmental impacts are mitigated to the maximum extent feasible
by the mitigating measures described in the Final Environmental Impact Report, and no additional
environmental review is required pursuant to Section 15162 of the State CEQA.Guidelines; and
WHEREA.S, the City CouncH has reviewed and considered the infonnation ~ntnined in
the Final Environmental Impact Report, the City Council finds after due study, deliberation and
public hearings, the following circumstances exist:

Final Environmental Impact Report Findings:
1. The Draft and Final EIR have been prepared and circulated pursuant to the California
--\ Environmental Quality Act (CEQA), the State CEQA Guidelines, and the City's Rules and
I Procedures for the Implementation of CEQA and the State CEQA Guidelines..

i 2. Duly noticed public hearings were held by the Planning Commission of the City of Arroyo

Grande on Apri116, May 24, June 4, and June 20, 1996 and by the City Council on July 9,
1996, at which all interested persons were given the opportunity to be heard.
3. The Final EIR related to the Grande Plaza project responds to the concerns raised during
the review period and at the public hearings, and has been prepared pursuant to CEQA,
and the State CEQA Guidelines, and the City's Rules and Procedures.
4. The City Council has reviewed and considered the infonnation contained in the Final EIR
for the Grande Plaza project.
5. The City Council hereby adopts Resolution 3155certifying the Final EIR, which is
incorporated herein by this reference.
NOW, THEREFORE, BE IT RESOLVED by the City Council oftbe City of Arroyo
Grande as follows:
1. The City Council certifies that the Final EIR has been prepared and completed in
compliance with CEQA, the State CEQA Guidelines, and the City's Rules and
Procedures.
2. The City Council hereby states that the infonnation contained in the Final EIR has
been reviewed and considered by the members of the City Council.
