RESOLUTION NO. 3127
A RESOLUTION APPROVING AN APPLICATION AND
CONTRACT EXECUTION FOR FUNDING FROM THE
GENERAL ALLOCATION OF THE STATE COl\1.MUNITY
DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM
WHEREAS, on July 25, 1995, a public hearing was held to discuss the community's
needs and the City's proposed 1996 Community Development Block Grant (CDBG) program;
and
WHEREAS, based on discussions at that meeting, it was recognized that community
input and the City's adopted Housing Element all identified a serious need for rental housing
affordable to low income households, which could be significantly and usefully addressed
through CDBG funds; and
WHEREAS, the City, in recognition of the need for long term affordable housing, will
contribute local leverage to the proposed program.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Arroyo
Grande, as follows:
1. The City Council has reviewed and approves an application for the following:
Barnett Street Apartment Site Acquisition and Rehabilitation - $462,500
. General Administration - $37,500
2. If the grant application is approved the City wilL provide assistance for the site
acquisition and rehabilitation program as follows:
Staff time: $1,000
Rehabilitation Permit fee waivers: $750
Cost of program audit: $300
Regulatory relief: .
a. Waiver of minor architectural review process fee ($62); and
b. Expedited processing
3. The City Manager is hereby authorized and directed to act on the City's behalf
in all matters pertaining to this application.
4. If the application is approved, the City Manager is authorized to enter into and
sign the Grant Agreement and any amendments thereto with the State of
California for the purposes of this grant.

and by the following roll call vote, to wit:
