MAINTENANCE SERVICES DEPARTMENT TO PUBLIC WORKS

RECOMMENDATION:
It is recommended the City Council adopt a Resolution changing the name of the
Maintenance Services Department to the Public Works Department and the
department director to Director of Public Works.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
Since most Municipal Code and uniform changes have not yet been made from the
restructuring, there is no financial impact or impact on staffing resources anticipated
from this item.
BACKGROUND:
In April 2012, the City Council approved a restructuring that divided the Recreation
and Maintenance Services Department into the Maintenance Services Department
and the Recreation Services Department. The plan included a number of position
changes that both reduced costs, as well as increased .operational effectiveness.
ANALYSIS OF ISSUES:
The existing Maintenance Services Department is scheduled to order new uniforms.
Before doing that, staff has assessed alternative department names to ensure the
most appropriate name is applied since it will be more .difficult to make changes once
the uniforms are provided.
After review, the consensus of staff is that "Public Works" would be a more
appropriate name for the department because it is primarily responsible for public
works functions. Since the operation has been separated from recreation, it includes
most of the characteristics of a traditional public works operation other than the
inclusion of parks maintenance and absence of engineering.

ALTERNATIVES:
The following alternatives are provided for City Council consideration:
1. Approve staffs recommendations;
2. Direct staff to review other alternatives;
3. Do not approve staff's recommendations; or
4. Provide staff other direction.
ADVANTAGES:
Applying the name of public works will reduce confu~ion for the public and others
contacting staff, provide consistency with other agencies, reduce changes and
inconsistencies in the Municipal Code and other policy documents, enhance
recruitment, and improve employee morale.
DISADVANTAGES:
No disadvantages have been identified.
ENVIRONMENTAL REVIEW:
No environmental review is required for this item.

The agenda was posted in front of City Hall on Thursday, December 6, 2012 and on
the City's website on Friday, December 7, 2012.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO GRANDE CHANGING THE NAME OF THE
MAINTENANCE SERVICES DEPARTMENT TO THE PUBLIC
WORKS DEPARTMENT
WHEREAS, an operational assessment has determined the Divisions of the Recreation
and Maintenance Services Departments have unique missions; and
WHEREAS, the City Council of the City of Arroyo Grande ("City") approved replacing
the Recreation and Maintenance Services Department with the Recreation Services
Department and the Maintenance Services Department;
WHEREAS, the Maintenance Services Department is primarily responsible for public
works functions; and
WHEREAS, the City Council deems it in the best interest of the City to rename the
Maintenance Services Department the Public Works Department.
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Arroyo
Grande does hereby rename the Maintenance Services Department the Public Works
Department and changes the position title of the department director to Director of
Public Works.
